Storm Water Draina~,e <br /> <br />Future development (particularly the golf course) on the larger parcels will be designed to reduce <br />the volume of storm water runoff into Happy Valley Creek during peak-flow periods. Storm <br />facilities such as detention basins, wet ponds, grass swales, etc., will be integrated into specific <br />projects. This will also improve the quality of water before it flows into the Creek by acting <br />as a filtering process. <br /> <br />An analysis of the existing storm drainage dynamics of Happy Valley Creek within and west of <br />the Happy Valley area will also be undertaken to determine if any additional improvements are <br />necessary. All improvements will need to be sensitive to the environmental conditions. <br /> <br />Trails <br /> <br />Over time, the series of trails illustrated on the General Plan Trails Map will be pursued by the <br />City. Potential funding sources will include: <br /> <br />· Developer contributions for on-site and possibly some off-site trail improvements. <br /> <br />· East Bay Regional Park District contributions for "regional trails." <br /> <br />State and Federal funding programs which promote trails and alternative transportation <br />systems. <br /> <br />· The City of Pleasanton General Fund. <br /> <br />Annexation <br /> <br />All of the Happy Valley area highlighted on the Refined Concept Plan map will be annexed to <br />the City upon completion of a Specific Plan, pre-zoning, annexation application, and <br />environmental review. However, the area of annexation is flexible and can be modified upon <br />receiving further neighborhood input. <br /> <br />Specific Plan <br /> <br />A specific plan will be prepared by the City to more precisely and permanently establish future <br />land uses and densities; coordinate the type, location, phasing, and financing of future <br />infrastructure (i.e., streets, sewer, water, storm drainage, trails, etc.); and establish design <br />guidelines. Design guidelines could help to accomplish the following: <br /> <br />Preserve the rural/country character of Happy Valley in terms of the design of housing, <br />accessory buildings, fencing, etc. <br /> <br />SR 97:67 <br />Page 6 <br /> <br /> <br />
