Projected sewer main costs for Subareas S1, S2, and S5 are shown on page 15 of the <br />September 4 staff report. A detailed study will be necessary to develop a plan with associated <br />costs for Subareas S3 and S4. <br /> <br />The neighborhood will ultimately need to decide through the Specific Plan process how it would <br />prefer to cover the costs for sewer main construction and make this request to the City Council <br />for a determination. This might be accomplished by: (1) an assessment district; (2) private <br />installation on an as-needed basis of segments extending from the City's planned Alisal Street <br />system; (3) "pay-as-you-connect" pro-rated basis when connecting to the Alisal Street main; <br />(4) permitting additional housing in Happy Valley to reduce the costs of sewer main <br />improvements; and/or (5) other methods. <br /> <br />A method of allocating connection costs will also have to be determined' for the four-inch lateral <br />from the sewer main in the street to the property line, installation of a "clean-out" and on-site <br />sewer line, disposal of any septic tank, and payment of City and Dublin San Ramon Services <br />District connection fees. <br /> <br />Water <br /> <br />The conceptual water plan outlined on pages 18-20 of the September 4 staff report will generally <br />be implemented. The method of allocating the costs of constructing the water mains will be to <br />have the various components paid for on a user basis, by allocating costs per-unit for existing <br />and future houses and equivalent units for the golf course. Property owners would have the <br />option of either connecting or not connecting existing homes to the City water system. <br /> <br />Project water main costs for Subareas W1 and W5 are provided on pages 18 and 19 of the <br />September 4 staff report, but a detailed cost study for Subareas W2, W3, W4, and W6 will have <br />to be conducted. <br /> <br />The neighborhood will need to decide through the Specific Plan process how it would prefer to <br />cover the costs of water main construction and make this request to the City Council for a <br />determination.
