Include enough single-family home sites (not to exceed 34) on the "Golf Course <br />Properties" to supplement the proposed City bond sale in covering the cost of <br />acquiring and developing the Course and Bypass Road. <br /> <br />Plan for the Bypass Road to accommodate traffic generated by the Golf Course <br />and future homes in the nearby area. Also, study the service implications and <br />mitigation measures relative to developing a single-vehicular-access area. <br /> <br />Permit temporary vehicular access to the Golf Course and nearby area from the <br />Happy Valley Loop until such time as the Bypass Road can be financed by <br />supporting development. <br /> <br />Proceed with the preparation of a General Plan amendment, Specific Plan, <br />pre-zoning, annexation, and environmental analysis for the Happy Valley area. <br /> <br />Study the potential extension of City sewer and water service, and storm water <br />drainage facilities with the intention of providing them throughout the Happy <br />Valley area. <br /> <br />Address the housing density issue pertaining to the "Remaining Happy Valley <br />Area" (one home per acre versus one home per two acres) during the Specific <br />Plan and environmental review process. <br /> <br />As a follow-up to the above Council direction, staff developed a "Refined Concept Plan." It <br />consists of a reelcling of the two Neighborhood alternative plans with the January 21 Council <br />direction. <br /> <br />The Refined Plan Concept was then reviewed by interested members of the Neighborhood on <br />February 20, and was generally supported, subject to several wording clarifications. Several <br />Neighborhood questions were also raised at the February 20 meeting which required additional <br />staff time to research. Answers have subsequently been prepared and are included as an <br />attachment to this report for your information. <br /> <br />In a matter relating to the Refined Concept Plan, City staff has received a draft proposal from <br />the Spotorno Family to enter into a Memorandum of Understanding with the City regarding the <br />future development of its land relative to the Golf Course. Staff has not yet formally responded <br />to this proposal since the details of future development will not be known until the Happy Valley <br />Specific Plan is prepared.
