City of Pleasanton <br /> <br /> $ TA FF REP 0 R T <br /> <br />March 4, 1997 <br />Planning Department <br /> <br />6C <br /> <br />SUBJECT: Council Direction Regarding the Happy Valley Refined Concept Plan <br /> <br />STAFF RECOMMENDATION: <br /> <br />Staff recommends that the Council review, modify, if appropriate, and accept the <br />Refined Concept Plan. <br /> <br />SUMMARY: <br /> <br />On January 21, 1997, the Council reviewed two alternative concept plans <br />recommended by the Happy Valley Neighborhood for the proposed City Golf <br />Course site and the outlying residential area. The Council then provided input <br />and directed staff to proceed with planning for this area. Staff subsequently <br />melded the two Neighborhood alternatives and the Council direction into a single <br />Refined Concept Plan. This Plan was then reviewed by approximately <br />50 members of the Neighborhood on February 20, 1997, and was generally <br />supported, subject to several wording clarifications. <br /> <br />Honorable Mayor and Members of the Council: <br /> <br />BACKGROUND <br /> <br />On May 7, 1996, the City Council directed staff to initiate a City/Neighborhood planning <br />process in an attempt to narrow the Neighborhood issues concerning the proposed Happy Valley <br />Golf Course. This process was envisioned to consist of a survey and several discussion <br />meetings. The survey was subsequently conducted in June 1996, and four City/Neighborhood <br />meetings took place between July and October. <br /> <br />The results of the survey and City/Neighborhood meetings were then presented to the City <br />Council on January 21, 1997. Following review of two alternatives recommended by the <br />Neighborhood (Alternatives 3A and 6A), the Council provided the following direction: <br /> <br />Proceed with the planning of an 18-hole municipal golf course, but attempt to <br />provide flexibility for permitting an additional nine holes, assuming it becomes <br />economically viable in the future. <br /> <br />SR 97: 67 <br />Page 1 <br /> <br /> <br />
