As a result, in many ways a CCRC provides much more of an <br />"institutional' environmental rather than independent living. <br /> <br />RECOMMENDATION <br /> <br />As indicated, a decision on this matter is based in large part on how one views the characteristics <br />of this development. Staff is recommending Option #3 based on the fact that these units most <br />cIeady resemble and provide the greatest opportunity for independent living. However, all of the <br />options represent viable alternatives for addressing this matter and staffs recommendation is not <br />intended to reflect the only option available. <br /> <br />It should also be noted that the question of whether or not units in a CCRC development are <br />counted towards the City's cap is separate from the question of whether or not such units are <br />counted towards the City's Regional Housing Needs Determination (RHND) as provided by the <br />State Department of Housing and Community Development (HCD) and the Association of Bay <br />Area Governments (ABAG). HCD has ruled that residential units that meet the US Census <br />definition of a residential unit (see Option 1, below, for the defmition) may be counted towards a <br />city's RHND. . As described by the project sponsor, all of the apartment-style and attached <br />home-style units would count towards the RHND.
