<br />westerly of Foothill Road, including the replacement of an existing 20,000 <br />gallon water tank, pumps, and mechanical and electrical controls. <br /> <br />The amount currently appropriated to the project account (CIP 991035), <br />$2,128,198.70, is funded from the Water Replacement fund. It is <br />proposed that the additional amount necessary to complete the project, <br />$400,000, be transferred from Project 011014, Santos Ranch, Pleasanton <br />Ridge and Kilkare Water Transmission Main Replacement (reserve), also <br />funded by the Water Replacement fund. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Santos Ranch Pump Station Project (CIP No. 991035) includes the reconstruction of three <br />water-booster pumping stations located along Santos Ranch Road westerly of Foothill Road. <br />All three pump stations (including associated water tanks, pumps, piping and electrical <br />equipment) were constructed in 1964 by the then existing Pleasanton Township County Water <br />District (PTCWD). The District sold bonds in order to generate funds to construct these <br />pump station improvements and the property owners whose properties' benefited from the <br />improvements, paid the assessments. In 1972, the PTCWD was dissolved and the City of <br />Pleasanton agreed to assume the obligations of the District. Accordingly, the District's <br />facilities, including the pumps and the waterlines, became the property of the City. The City <br />has operated, maintained and made minor improvements to each pump station since 1972, <br />including adding the wooden buildings that protect the pump station components in 1988. <br />However, these pump stations are now approximately 40 years old, and the vast majority of <br />the pump station components and buildings are at the end of their useful life. <br /> <br />At the time assets of the PTCWD were taken over by the City in 1972, Assessment District <br />funds were set aside for the construction of an additional road in the Pleasanton Ridge area. <br />Since that road was never built, the remaining Assessment District funds were never spent. <br />The City has agreed, however, that since these Assessment District funds were set aside for <br />roadway improvements, they were to be used for the maintenance of Santos Ranch Roadway <br />improvements only, not the replacement or repair of the water system. Water system repairs <br />and replacement were programmed into the City's Water Replacement fund account as <br />described below. <br /> <br />In 1997, the City hired a consulting engineering firm specializing in water system facility <br />design to evaluate the existing water facilities constructed by the PTCWD on Santos Ranch <br />Road, along Pleasanton Ridge and Kilkare Road. These facilities serve approximately 300 <br />properties within and outside the City limits. The facilities include three booster pump <br /> <br />SR 06:006 <br />Page 2 of5 <br />
