<br />Memorandum of Understanding for <br />1-580 Intelligent Transportation System ManagementlTraffic <br />Operations System (ITSITOS) Among <br /> <br />o City of Dublin <br />o City of Livermore <br />o City of Pleasant on <br />o Alameda County <br />o Caltrans District 4 <br />o Livermore Amador Valley Transit Authority (LA VT A) <br />o Alameda County Congestion Management Agency (CMA) <br />o Metropolitan Transportation Commission (MTC) <br /> <br />1. PARTIES <br />This Memorandum of Understanding (MOD) is entered into effective January 3, 2006 between the above <br />listed parties in recognition of the fact that the 1-580 Corridor, including major arterials in the Cities of <br />Dublin, Livermore, and Pleasanton (Cities), and Alameda County are important local and regional routes, <br />providing access to commercial and other activities in each of the jurisdictions it serves. Since the <br />corridor serves as local and regional routes, there is a need to provide efficient traffic operations across <br />jurisdictional boundaries, specifically during the construction of the 1-580 High Occupancy Vehicle <br />(HOV) widening project. Because of the importance of the 1-580 corridor to the local and regional <br />economies, each jurisdiction will retain the authority to control its own transportation systems, including <br />the operation of traffic signals and transit system. <br /> <br />2. PURPOSE <br />The purpose of this MOU is to acknowledge the agreement of all parties to this MOU to work <br />cooperatively toward improving the management and operation of the arterials and State Highway <br />freeway along the 1-580 corridor. <br /> <br />3. NATURE OF MOU <br />This MOD constitutes solely a guide to the respective intentions and policies of the parties involved. It is not <br />intended to authorize funding or project effort nor is it a legally binding contract. Funding commitments <br />providing for the deposit of funds for specific work phases or project effort committing machine or personnel <br />time will be covered by one or more separate cooperative agreements. <br /> <br />4. Responsibilities <br />A. SMART Corridor Technical Advisorv Committee (T AC): The T AC consists of staff members of <br />the agencies listed above. The T AC will be responsible for providing advice on the design, <br />implementation, and operation ofthe Intelligent Transportation and Traffic Operation Systems <br />along the 1-580 corridor and associated local roads. It will be the responsibility of each agency to ensure that appropriate personnel attend the T AC meetings. The T AC will meet on an as-needed <br />basis to fulfill its responsibilities. <br />
