<br />SITE DESCRIPTION <br /> <br />The existing site consists of two (2) parcels totaling approximately 4.2 acres located at the west <br />terminus of Rose Avenue (APN Nos. 946-3475-007 and 946-3477-002). The site is bounded on <br />the east by new developments of single-family homes, on the south by the Alameda County <br />Fairgrounds, on the west by under-utilized ranch lands, and on the north by the Arroyo Del Valle, <br />a controlled release storm water channel. <br /> <br />The two parcels are currently occupied by two aging ranch houses and their various out <br />buildings, all ranging from poor to very poor condition. The northerly portion of the site has <br />trees and shrubs adjacent to the Arroyo Del Valle. The site generally has flat terrain with slopes <br />ranging from zero (0) to two (2) percent falling to the north, excepting the embankment slope of <br />the Arroyo and the grade changes from the easterly boundary. <br /> <br />PROJECT DESCRIPTION <br /> <br />The applicant requests a rezoning of 4.2:t gross acres from Planned Unit Development (PUD) <br />and Agriculture (A) to a Planned Unit Development - Medium Density Residential <br />(PUD-MDR) Zoning District, and approval for a Planned Unit Development plan to allow <br />eleven (II) buildable parcels ranging from 10,000 square feet to 13,000 square feet, two (2) <br />remainder parcels, and design guidelines for a single-family detached custom home on Lot 9. <br /> <br />The development would be built at a gross density of 2.62 dwelling units per acre and a net <br />density of 2.92 units per acre (DUA). This DUA is at the lowest end of the two (2) to <br />eight (8) DUA allowed based on the General Plan Medium Density Residential land use <br />designation and matches the density of prior subdivisions approved adjacent to this project site. <br />Although submitted as a PUD development, the proposed project adheres to the setback <br />standards of adjacent and nearby subdivisions. The proposed project will initially be comprised <br />often new homes, built in accordance with the representative architectural drawings submitted <br />with this application. The eleventh new home site, located on Lot 9, is proposed to be held by <br />the owner/developer for the development of a future custom home after the completion of the <br />initial project. This custom home shall be designed, approved, and built in compliance with <br />'Development Guidelines' and will return to the Planning Commission for review and approval <br />through the design review process. There are two remainder parcels: (I) a strip of land for the <br />purposes of the public trail, and (2) an irrevocable offer of dedication to Zone 7 for the Arroyo <br />Del Valle. Table I below summarizes the proposed lot sizes, house plan, proposed dwelling unit <br />size, and floor area ratio (FAR) for each lot.
