<br />be required to provide ongoing infrastructure maintenance as with any other development. Very <br />little additional fiscal impact is anticipated in that any maintenance costs are ordinary City costs; <br />common area landscaping, public trail, storm water vegetated swales, and the Arroyo <br />embankment will be maintained by the homeowners association and/or Zone 7. <br /> <br />CONCLUSION <br /> <br />Over the past two decades, there have been several development proposals in this area, including <br />four involving the subject site. Based on the applicant's willingness to take the previous <br />direction provided by City Council, Planning Commission, the Trails Ad Hoc Committee, and <br />Zone 7, the applicant has re-designed the project to meet those previous comments and mitigate <br />the concerns expressed. The applicant has also met with adjacent neighbors on numerous <br />occasions in an effort to resolve their concerns. Staff and the Planning Commission have <br />delayed the project to facilitate agreement with the Jones family; in the absence of a clear <br />agreement, requirements designed to protect the interests of the Jones family have been made a <br />part of the proposed project as shown on Exhibit B, Conditions of Approval. <br /> <br />Staff and the Planning Commission believe that the project deserves a favorable <br />recommendation. The applicant has designed a well-executed site development plan, has <br />proposed architecture complementary to the adjacent developments, and is providing a <br />community amenity by constructing a creek-side access road and public trail next to the Arroyo. <br />The applicant has seriously considered the comments from the previous Planning Commission <br />and City Council members and designed a project reflecting the goals outlined at that time which <br />are still relevant today. The circulation proposed with the creek-side street emphasizes the goals <br />the City has in providing a pedestrian trail along the Arroyo eventually connecting both existing <br />and future developments, in providing for adequate maintenance and security related to the trail, <br />and in designing a development which does not require the extension of Rose Avenue to Valley <br />Avenue. Finally, all lots meet the 1O,000-square-foot minimum size directed by the City in the <br />past. As a result of these factors, the Planning Commission and staff support the project, as <br />conditioned. <br /> <br />SR 06:013 <br />Page 15 of 17 <br />
