<br />was also provided to staff to meet with the neighbors fronting Santa Rita <br />Road to establish a new permit parking zone and determine the most <br />favorable time restrictions to be used in the zone. <br /> <br />At the January 3, 2006, City Council meeting, the City Council had the <br />fIrst reading of the ordinance modifying the Municipal Code for <br />Residential Permit Parking, eliminating the time of day, day of week, and <br />time of year restriction This ordinance needs two readings before it may <br />be adopted. <br /> <br />The parking of cars for sale, which tends to peak on weekends, reduces <br />the amount of parking available for the residents. Additionally, the cars <br />parked in the residential area bring unwanted loitering and numerous <br />inquiries at the residential homes from interested buyers. To restore the <br />availability of this parking to the residents and eliminate the pass-by <br />traffic that is the direct result of the vehicles for sale, Staff recommends <br />installation of a four-hour parking zone and the establishment of a <br />residential permit parking zone that will exempt the residents who front <br />on Santa Rita Frontage Road from this parking restriction. <br /> <br />The Municipal Code sets forth various limited time parking zones and <br />provides that the City Council, by resolution, may designate a street as a <br />limited time parking zone. The Municipal Code also provides City <br />Council with the ability to create a Residential Permit Parking Program. <br />The Permit Parking Code, however, was written specifIcally to address <br />high school students parking in residential neighborhoods and will need to <br />be modifIed to allow for non-school time parking prohibitions. The <br />current Code only allows for permits to be valid from September to July <br />and sets the time limit from 9:00 AM until 2:00 PM Monday through <br />Friday. Staff recommends removing the time of day, day of week and <br />time of year elements within the Code to allow for expanded use of the <br />Permit Parking Program for this particular area. <br /> <br />In addition, staff recommends adopting the resolution to establish the 4- <br />hour parking zone from Alisal Elementary School to Alvarado Street. <br />Adoption of this resolution will deter locating vehicles for sale on this <br />block. Staff also recommends adopting the resolution to establish a <br />permit parking zone from Alisal Elementary School to Alvarado Street, so <br />that the residents living along this block are exempt from the 4-hour <br />restriction. <br /> <br />SR 06:038 <br />Page 2 of 5 <br />
