' "-'.:.' .. _,": -_ ' ".,:-".,-:',:' <br /> <br />11.38.010 Definitions. <br />For the purpose ofthis chapter the following words and phrases shall have the meanings <br />respectively ascribed to them: <br />A. "Director" means the director of finance. <br />B. "Owner" means a person who has an ownership interest in a parcel of real <br />property within a residential permit parking zone designated pursuant to this chapter. <br />C. "Resident" means a person who lives in a residential permit parking zone as <br />his/her permanent place of residence, either as a tenant or owner, <br />D. "Residential parking permit" means a permit issued pursuant to this chapter. <br />E. "Residential permit parking zone" means a residential zone designated as <br />provided in this chapter wherein vehicles displaying a valid permit issued pursuant to this <br />chapter shall be exempt from the parking time restrictions established in this ehapter for <br />the permit parking area. <br /> <br />F. "Vehicle" means an automobile, truck, trailer, house car, motorcycle or other <br />motor driven device for transportation, not in excess of six thousand pounds gross <br />weight. (Ord. 1376 ~ 1 (part), 1988) <br />11.38.020 Issuance of permits. <br />Residential parking permits shall be issued by the director of finance. Parking permits <br />may be issued to an owner or resident of a property within a residential parking permit <br />zone or to a guest of such an owner or resident duly authorized by the owner or resident <br />to apply for a residential parking permit; provided, that a residential parking permit shall <br />only be issued to an owner or resident, who has a motor vehicle currently registered in his <br />or her name, or who has lawful possession of a motor vehicle for his or her exclusive use <br />and/or which is under his or her control and to individuals providing in-home medical <br />care to a resident of a zone; provided, that the in-home provider shows proof, in the form <br />of a contract or other agreement, of the service being provided. Not more than one <br />residential parking permit shall be issued for any motor vehicle. The city manager may <br />establish rules and regulations necessary or appropriate to carry out the purpose of this <br />chapter. The city manager shall require each applicant for a residential parking permit to <br />establish proof of residency and vehicle ownership, possession or control in compliance <br />with this chapter. (Ord. 1376 ~ 1 (part), 1988) <br />11.38.030 Duration and limit on number of permits to be issued. <br />There shall be no limit to the number of annual permits issued to any residential address <br />within a residential permit parking area; provided, that the resident owns or has control <br />over each ofthe vehicles for which an annual permit is issued. A separate application <br />shall be filed for each motor vehicle. Each residential parking permit issued by the <br />director shall be valid for a maximum of one year unless otherwise stated on the permit. <br />The city manager shall cause to be prepared and issue effective on or about September <br />1st of each year, a distinctively colored sticker for issuance to permittees of residential <br />
