<br />THE CITY OF <br /> <br />-= - .:~- <br />pL EASANTON., <br />MEMORANDUM <br /> <br />ATTACHMENT 4 <br /> <br />Date: <br /> <br />Deceulber 14,2005 <br /> <br />To: <br /> <br />Planning Con"lmissioners <br /> <br />From: <br /> <br />Donna Decker, Secretary <br /> <br />Subject: <br /> <br />PRZ-30 <br /> <br />Honorable Conunissioners, <br /> <br />Before the Comluission this evening is the proposed Code amendluent to allovv up to four <br />chickens in the One-Faluily Residential districts, Both the Planning COlumission and the City <br />Council requested staff research, investigate, and prepare an amendment to the Code based on <br />the recent requests for conditional useso The staff report provides infonuation related to <br />proposed development standards vvhich ought to be in place and provide the City vvith SOlue <br />control in detenuining if there are itupacts in the future that the Planning Director vvould have <br />SOlue discretion in determining it-the standards have not been luet and require that the site be <br />upgraded to lueet those conditionso These standards are also intended to ensure a clean, healthy <br />environluent for the chickens, residents, and in general, the City 0 <br /> <br />Recent headline nevvs has brought Avian Influenza to everyone's attention resulting in concerns <br />expressed to staff questioning the effect of the City allovving the keeping of chickens and the <br />spread of Avian Influenzao Staff has provided the Planning COIUluissioners vvith articles <br />identifying the current state of affairs 0 Staff researched and called on various experts in the field <br />to add to this body of infonuation in order to help the Comluission detenuine it- the risk of <br />allo~ing chickens in the residential district truly increases the potential threat ot- Avian <br />Influenza vvithin the COluluunityo <br /> <br />Discussions ~ere conducted vvith UC Davis Veterinary School, Research and Exotics, and the <br />Aluador Valley Veterinary Hospital in Pleasanton, ~ho referred statTto Dr. Brian Speer, <br />Medical Center for exotics, ~ho is a leading authority and specialist in birds and exoticso A <br />briet- conversation ~ith Dr Speer provided SOlue ans~ers for the COIUluissioners' consideration. <br /> <br />Dro Speer stated that there is no process currently in place by the United States luandating a <br />specific process in luitigating a potential spread of Avian Influenza in this country 0 It reluains <br />an international issue providing sOlue vaccination opportunities for verified and exposed <br />populations of chickens in the Far East countries; eogo, VietnaIu, Korea, Japan, Thailand, <br />Calubodia, China, and Indonesiao The issue ot-the crossover of the virus frolu anilual to human <br />U:\PRZ-30 Code Amendment for Chickens <br />
