<br />BACKGROUND
<br />
<br />On August 16, 2005, the City Council a'Warded the construction contract for the subject
<br />project to the lo'West bidder, Valley Slurry Seal Company, in the amount of $224,985.41. The
<br />subject project has since been completed and is ready for acceptance. The follo'Wing t'Wenty-
