<br />members 0 This action ~ould ensure that a complete tumover of Committee <br />Members ~ould not adversely affect trail projects currently in various stages <br />of developmento <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />On September 16, 2003, the City Council approved the Parks and Recreation Commission's <br />recommended appointments to the City's ne~ Trails Ad Hoc Committee. The Trails Ad Hoc <br />Committee ~as originally intended to meet "~hen needed" to address trail-related issues, but <br />not more than once per montho As the Committee began discussions on various items of <br />interest, it decided to adopt a regular monthly meeting schedule (the fourth Monday of each <br />month) 0 <br /> <br />During formation of the Committee, staff had suggested a possible term limit of three (3) years, <br />and a maximum of t~o (2) appointments; ho~ever, it ~as later discovered that the Commission <br />had not included that action in its recommendations to the City Council. <br /> <br />At the April 14, 2005 Commission meeting, Chairperson Narum requested that staff research <br />term requirements for the Committee and report back at a future meetingo Given the number of <br />trail issues to be addressed and the Committee's meeting frequency, there ~as concem that <br />orderly tumover of members not impact trail projectso There ~as also a concem that other <br />interested community members have an opportunity to serve on the Committee. <br /> <br />At its meeting of July 14, 2005, the Commission suggested that five (5) Committee positions be <br />excluded from term limits due to the advisory support provided by those representatives. These <br />positions include the Parks and Recreation Commissioner/Committee Chairperson, Police <br />Department representative, Youth Commission representative, and staff representatives from <br />Zone 7 Water Agency and East Bay Regional Park Districto <br /> <br />The other five (5) Committee positions are community members representing various interests, <br />and it ~as suggested that these terms be staggered as follo~s: <br /> <br />. Three (3) posItions (2 Community Members-At-Large and the Regional Trails <br />representative) serve until September 2006, an initial three-year termo <br />. T~o (2) positions (1 Community Member-At-Large and the Non-Motorized <br />Transportation representative) serve until September 2007, an initial four-year termo <br />.
