transit system, but he believed that the extensions would not offer access to the local <br />markets. <br />In response to an inquiry by Commissioner Maas, Mr_ Minoti noted that if the policy <br />makers chose to advance the project, the environmental review process would. be <br />implemented and that the options would be examined in more detail, including noise and <br />vibration issues_ He noted that a full CEQA and NEPA process would be iiriplementad_ <br />In response to an inquiry by Commissioner Kameny, Mr. Minoti noted that the cost per <br />rider is based. on the overall cost of the system, and that they were generally the same <br />between $1.2-1 .4 billion. He noted that the ridership is significantly lower on Option 4, <br />and the cost per rider would be higher. He noted that the per-rider cost is higher because <br />there were only two stations in the Livermore area, and would only attract people <br />travelling longer distances, such as San Francisco and Oakland. <br />G'ommissioner Kameny noted that he would be in. favor of Option 4, and did not wish to <br />see further disruption in Pleasanton with tunnels and median construction. <br />In response to an inquiry by Chairperson Arkin, Mr. Minoti noted that Pleasanton City <br />Council expressed significant concern about the portion through Pleasanton. They also <br />expressed. concern for anything going through Dublin, as well He was unsure how the <br />process would conclude, but believed that all tihe options would be technically viable, <br />attracting both local and long-distance trips. <br />The Planning Commission recessed for a break at 7. 1 1 p_m. <br />Chairperson Arkin reconvened the meeting at 7:18 p.rn. <br />1.
