budget cuts, such as CJHP officers and other public safety personnel. He did not believe <br />that such departments as HCD were likely to be cut., because many citizens would not <br />complain- He noted that while a hiring freeze was supposed to be implemented by the <br />State, approximately 13,000 jobs had been added during that time. <br />Chairperson Arkin noted that he would like to remove the new City Center from the <br />budget, in order to save $ 1 O million from. the budget <br />Commissioner Maas noted that she would not support that move. <br />Commissioner Roberts believed that the project had already begun~ <br />Ms_ Nerland advised that the action before the Planning Commission was to determine <br />whether the CIP was consistent with the General Plan. She noted that Mr_ Bocian <br />received input from the Planning Comtrtission regarding priorities for the C'IP projects. <br />The current action before the Commission is mandated by State law to make the finding~ <br />Commissioner Maas noted that the BMX park was funded. <br />Mr_ Bocian advised that the BMX park may be completed by the end of the calendar <br />year, and anticipated that it was a fully funded prof ect_ <br />THE PU73LIC HEARING WAS OPENED~ <br />Albert Wiemkin, PO Box 969, inquired how citizens could inchide their input regarding <br />the CIP. He noted that the Martin Avenue issue was a safety problem, and noted that <br />although he had brought the probletrt to the City's attention two years ago, it was not <br />included in the CTP_ <br />Chairperson Arkin noted that if he wished to contribute his input to the CIP, he may call a <br />staff person about the progratrt. <br />Commissioner Roberts noted that various- Commissions vote on the CIP, and that items <br />were not included by individual request. <br />Mr_ Wiemkin advised that there was a serious safety problen-t on Martin Avenue, and was <br />distressed that someone may be hurt or killed there- <br />Mr_ Iserson noted that there were two ways to communicate these concerns- to contact <br />the City Engineer, and to discuss the issue with Mr_ Bocian for future CIP consideration- <br />Mr. Grubstick had advised Mr. Wiemkin that no funding was currently available for that <br />particular issue. <br />Chairperson Arkin noted that he would like to see more citizen involvement in the <br />development of the CIP_ <br />PLANNING COMMISSION MINUTES June 25, 2003 Page 21 <br />
