Commissioner Roberts noted that many residents of the City would like to see the water <br />park, and added that the concerns were legitimate- She inquired whether this expansion <br />could be accomplished without an EIR, and suggested that the Negative Declaration be <br />updated. She was concerned with water usage and with compatibility with the rest of the <br />Park. She would like to see a clearer schedule of phasing. She noted that many people in <br />the Vista Diablo neighborhood did not receive notification, and she would like to hear <br />from them. She suggested that the applicant work with the City with respect to which <br />directions to advertise. She noted that serious consideration must be given to off-site <br />parking; if abolishing the parking fee would relieve the parking pressure on the <br />surrounding neighborhood, she would support that She noted that parking on Stanley <br />Boulevard was dangerous, and believed that a sidewalk should be built for pedestrians. <br />She believed that the applicant should come back to the Commission with respect to these <br />iss ues_ She opposed waiting £or the General Plan Update to complete this application; <br />she believed that changing the zoning from Commercial to a park was preferable- <br />Commissioner Maas agreed that it was not necessary to wait for the General Plan Update. <br />She would like to see more information on the BMX lease. She believed that the tree <br />value should be put into the Forestry Fund. <br />Commissioner Kemeny concurred with the other Commissioners with respect to the <br />major issues, and did not believe the Commission should wait for the General Plan <br />Update. He expressed concern about the parking on Stanley Boulevard and Vineyard, and <br />would like further clarification on those issues- He believed the park is a great asset to the <br />City, but did not believe a decision should be made this evening. <br />G'ommissioner Sedlak noted that if the land were to be returned to its original condition, it <br />would become a scarred, abandoned mining pit with no indigenous plants- He noted that <br />the proposal was a significant enhancement to a geologically damaged part of town. <br />Chairperson Arkin noted that he was generally supportive of this project, and that it <br />would be an asset to the community. He would like to determine the land. use across the <br />street, as well as the timetable for construction- 1-le would like to see a streetscaping and <br />landscaping plan for Stanley Boulevard, and believed that it could be a beautiful gateway <br />to the City_ <br />A discussion of the landscaping plan ensued. <br />Chairperson Arkin requested that the applicant set up a demonstration of the PA system <br />so that the residents may hear the noise levels_ <br />Commissioner Kemeny concurred with that suggestion, and noted that the sound was <br />highly dependent on the direction of the winds. <br />Chairperson Arkin requested more information with respect to green building <br />possibilities for this project- <br />PLANNING COMMISSION MINUTES May 28, 2003 Page 20 <br />
