Commissioner Maas commended Mr_ Shah in calling the City about potential <br />developments before purchasing his house_ <br />Paolo DiCandhia noted that he lived across the street, and noted that he could hear the <br />freeway noise when he was at the same level_ He noted that trees and a soundproof <br />wall would screen the noise effectively_ He noted that he would like io see the <br />development built_ <br />Steven Mayo, 8075 Canyon Creek Circle, noted that the neighbors have had many <br />creek problems_ He added that if the applicant channelized the creek, he believed the <br />flow of the creek would increase when it rained, resulting in more creek problems on <br />his side of the creek_ He noted that approximately 100 children lived in his <br />neighborhood, and expressed concern about traffic noise_ He did not support this <br />prof ect_ <br />Ed Ibanez, 8044 Canyon Creek Circle, believed that Mr_ Hines was somewhat soR- <br />spoken on the impacts of the creek_ He believed that the environmental reports must <br />be detailed, and that the community should be able to examine them as well_ He was <br />also concerned about privacy_ <br />In response to an inquiry by Commissioner Roberts, Mr_ Pavan noted that a Mitigated <br />Negative Declaration was normally expected in such an application_ However, if staff <br />determined that the project had impacts that could not be mitigated, that would trigger <br />an EIR_ <br />Mr_ Ibanez hoped that the Commission would investigate other affordable housing <br />options in the Hacienda or East Side areas_ <br />Janet Luna, 8026 Canyon Creek Circle, spoke in opposition to the development_ She <br />did not wish to bring more children into the neighborhood because of the dangerous <br />character of traffic on the street_ She believed that it was inappropriate site to build <br />homes for families_ She was concerned about the change in density in the <br />neighborhood, as well as the use of the grai~tiy units as rentals_ She did not believe <br />that building a structure five feet away from a sound wall was appropriate_ She <br />believed that rental units tended to change the neighborhood to have a more transient <br />character_ <br />Skipper Ramsey, 8072 Canyon Creek Circle, expressed concern about the five-foot <br />setbacks, which he believed were insufficient_ <br />Commissioner Roberts noted that a five-foot setback was acceptable for an accessory <br />structure _ <br />Commissioner Maas requested that staff address the setback issue and standards_ Mr_ <br />Pavan stated that the Canyon Creek project required a 17- or 20-foot rear yard; he did <br />not have the exact figure at hand_ He noted that the five-foot setback is the minimum <br />PLANNING COMMISSION MINUTES May 14, 2003 Page 9 <br />
