3 _ MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO <br />ADDRESS THE PLANNING COMMISSION ON ANY ITEM WIIICH IS <br />NOT ALREADY ON THE AGENDA_ <br />Ms_ Anne Fox, 2866 Garden Creek Circle, wished to address an East Side construction <br />project near Martin Avenue, Newton Way, Wilde Avenue, and Picard that she just found <br />out about_ She displayed a diagram of the area to the Commissioners, and noted that Lake <br />I had recently been turned over to Zone 7. She noted that this was a surprise project, and <br />that flyers had been posted at the end of Martin Avenue by Zone 7. The flyer stated that <br />they wished to excavate more of the quarry, taking away some of the open space in the <br />buffer zone between Lake I and Martin Avenue. 1 OS trees would be removed in the <br />process, including 60 heritage trees_ They wished to build a 3,000 foot long road that <br />would terminate in the water at the quarry, which would be accessible at two ends She <br />noted that they want the Ponderosa developer to do the work and take all the dirt to the <br />Busch property in 4,700 trips, so that it may be used for landscaping and Fill on the <br />property. <br />Ms_ Fox noted that this was a surprise to their neighborhood, and noted that the area was <br />open space. She noted that in the 1960s, Kaiser agreed to retain the open space as a buffer <br />area between the residents that live along Martin Avenue_ She noted that it was a.wildlife <br />area as well_ The 76-page document she received from Zone 7 stated that they planned to <br />start the project in approximately three weeks, when Mohr Elementary School recesses <br />for the summer. She would like Zone 7 to become engaged with the City to ensure that <br />this process made sense. The quarry had four sides, and she questioned why Zone 7 <br />decided to construct the maintenance road on the residential side_ <br />Ms_ Fox requested the City's attention to this matter, and asked that a member of the <br />Commission place this on the agenda as soon as possible. She would like to see an <br />ongoing planning effort regarding the disposition of the lakes. <br />In response to an inquiry by Chairperson Arkin, Wes Jost replied that Zone 7 has had this <br />project for a long time for the Chain of Lakes_ As part of the groundwater recharge <br />program, this lake has been selected for groundwater recharge_ Zone 7 would like to <br />excavate along the Martin Avenue side of the lake to increase the infiltration rate for that <br />lake_ As part of that process, they intend to excavate and provide the dirt as fill for the <br />Ponderosa site_ Lake I did not fall within the City limits_ <br />Ms_ Fox thought that Zone 7 needed City approval to get the construction permits to <br />move the fill to the Busch property. <br />In response to an inquiry by Commissioner Sullivan, Mr. Jost replied that some <br />coordination with the City would be required. <br />In response to an inquiry by Commissioner Roberts whether this item could be <br />agendized, Mr_ Iserson noted that staff could bring this back to the Commission as an <br />informational item_ The City's jurisdiction and the project would be described more fully, <br />PLANNING COMMISSION MINUTES May 14, 2003 Yage z <br />T ~ T" <br />
