Ms. Nerland recommended that the Commission find that the adoption of the proposed <br />amendments to the Municipal Code are statutorily exempt from CEQA; that the off-street <br />parking requirements for second units should be consistent with those requirements for <br />all residential uses in the City of Pleasanton, which prohibit tandem parking and parking <br />in the front or street side yard; and adopt a resolution recorrtrxiending that the City <br />Council adopt the amendments of the Pleasanton Municipal Code regarding second units <br />as described in Exhibit "A." <br />Ms_ Nerland advised that this would be brought to the City Council at the same time as a <br />recommendation approved by the Park and Recreation Commission to waive in lieu park <br />dedication fees for second units and certain congregate care uses such as nursing homes <br />and assisted living facilities. These two steps met the Housing Element goals with respect <br />to affordable housing. <br />Commissioner Roberts expressed concern that the State was attempting to take away all <br />of the City's discretionary ability with respect to second units. <br />In response to an inquiry by Commissioner Sullivan, Ms_ Nerland noted that housing <br />advocate groups and developers have joined forces to promote AB1866_ Thcy believed <br />that cities had restricted their ability to build second units. <br />THE PUBLIC HEARING WAS OPENED. <br />Mike Kerry did not believe that a five bedroom rental to £ve different families would be <br />common in Pleasanton- He believed that restricting the unit's rental capability by the City <br />would probably not be necessary, because an on-site owner would allow close monitoring <br />of the property- <br />Commissioner Roberts noted that it was not unusual for four young people to rent a <br />house and for each person to have a car. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Sullivan noted that this State policy had a noticeable local impact- <br />Commissioner Maas moved to recommend approval of Case PRZ-17_ <br />Commissioner Roberts seconded the motion. <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Maas, Roberts, Sedlak, and Sullivan <br />NOES: None <br />ABSTAIN: None <br />ABSENT: Commissioner Kameny <br />Resolution No. PC-2003-17 was entered and adopted as motioned <br />PLANNING COMMISSION MINUTES May 14, 2003 Page 17 <br />
