In response to an inquiry by Commissioner Sullivan, Mr. Iserson confirmed that live
bands would be allowed, but staff understood that prerecorded music would be the norm.
He noted that applicant could clarify that issue.
In response to an inquiry by Commissioner Sullivan, Ms. Nerland replied that the
certification for a security guard occurs through the State_ The guards would have to
receive minimum training, and additional training if they carried a firearm. In addition, a
background and fingerprint check would be carried out.
In response to an inquiry by Commissioner Sullivan, Ms. Nerland replied that part of the
training included crowd control It was not the City's position that the security guards
should be armed.
A discussion of permitted chaperones ensued.
Steve Wehrlie, applicant, 6180 Stoneridge Road, noted that a possible conflicting event
on Sundays would not be an issue because school would commence in September. He
recalled a previous conversation he had with Chief Neal regarding security guards, and
had a difficult time finding a reputable security guard for these events. He noted. that they
worked closely with the Police Department at that time, and sent his staff for training in
crowd control with the ABC_ He added that the training was refreshed annually. He noted
that he had not had good experiences with security guards in the past He noted that on
weekends, he did not allow people to re-enter the club, and did not intend to allow that
with the teen dances. If a teen needed to go to their car for medication, glasses, a cell
phone, or another legitimate purpose, staff would escort them to their car_
In response to an inquiry by Commissioner Roberts, Mr. Wehrlie replied that they
intended to focus the attendance on youth from the Tri-Valley area_
In response to an inquiry by Commissioner Maas, Mr. Wehrlie replied that if he could
use his staff inside the club, he would agree to have security guards outside the club. Ha
added that he would be happy to have the Police Department's help in finding qualified
guards for the parking lot. He noted that he had trouble in Ending security guards for
Sunday nights.
Terry Edwards, 5793 Via Peralta, noted that he had served on the Youth. Commission
since 1997, the Youth Master Plan Steering Committee, and the Youth Master Plan
Implementation Committee. He is the father of two, and has been a Pleasanton resident
since 1974, and strongly supports this application_ He noted that the lack of activities had
been an ongoing problem for Pleasanton youth, and he believed the dances would be a
positive contribution to the community. He noted that many members of the Youth
Commission had gone to Sh-Boom's, and to his knowledge, there had not been any
problems at Sh-Booms. He noted that he had seen surveys dating back to 1 968, and that
teenagers had been looking for activities for a long time. He believed this activity was a
step in the right direction; the Youth Master Plan Steering Committee concurred with that
opinion.
PLANNING COMMISSION MINUTES April 23, 2003 Page 6
