b_ PCUP-78 Masses Sports Cafe and Ni~lat Club <br />Application for conditional use permit approval to allow teen dances -ages 14 <br />through 18 -from 8:00 p.m. to 12:00 midnight on Sunday nights during the <br />summer months and holiday weekends at the Masses Sports Cafe and Night Club <br />located at 6180 Stoneridge Mall Road_ Zoning for the property is the PUD - C-O <br />Planned Unit Development Commercial and Office) District. <br />Mr_ Iserson presented the staff report. The applicant and the Police Department were in <br />agreement that there would be no re-entry privileges. The Pleasanton Youth G'ommission <br />reviewed and supported this conceptual proposal at their January 8, 2003 meeting- Staff <br />believed that goals in the Youth Master Plan supported this type o£activity_ The use of <br />this building on Sunday evenings would have no impact on the surrounding office <br />buildings or residences- Mr_ George Clever, the owner of the Hines Company expressed <br />concern about vandalism in the parking lot, and requested that there be adequate security <br />in the parking lot. Section 6.44.080 of the Municipal Code addressed loitering at teen <br />dances, and on-site, certified, and licensed security guards would be required- Staff <br />recommended a condition of approval that would require a review after one year- Staff <br />would contact the Police Department to determine whether there were any problems or <br />concerns. If there were no issues, the use permit would be automatically renewed by the <br />Planning Director. <br />Mr. Iserson advised that because the offices and mall would be closed, parking would be <br />more than adequate. The Fire Marshall imposed an occupancy limit of 299 people. Staff <br />could make the use permit findings, and believed that this operation as conditioned and <br />proposed could be run in a safe maxttier_ The use would provide a good opportunity for <br />entertainment and recreation for teens in the area, and the application contained. enough <br />safeguards to satisfy staff. Staff recommended approval of this application. <br />In response to an inquiry by Commissioner Sullivan, Mr_ Iserson replied that Sh-Boom <br />ran teen dances for some time, but he was not aware of any problems. <br />Commissioner Maas noted that her son had attended the dances at Sh-Boom, and did not <br />recall any major problems- She believed that the presence of trained security guards <br />would be a significant benefit. <br />In response to an inquiry by Commissioner Sullivan, Mr_ Iserson advised that parents or <br />adult chaperones would be allowed to attend. <br />CJommissioner Maas did not believe that the teens would want to have adult chaperones <br />in attendance, and added that the Police Chief would have restrictions on that issue. <br />Mr. Iserson noted that issue was not part of the conditions of approval, and added that a <br />certified security guard would be able to discern the legitimacy of a guardian. <br />PLANNING COMMISSION MINUTES April 23, 2003 Page 5 <br />
