MATTERS INITIATED BY COMMISSION MEMBERS
a_ City Council Policy Allowing Commissions to Take Actions on Initiatives,
Measures and Candidates
Chair Arkin advised that the draft letter written by Commissioner Roberts to C7ity Council
was included in the packet.
Commissioner Roberts noted that when Measure V was on the ballot, three
G'ommissioners could have supported the measure, leaving two Commissioners in
opposition- She believed that would have been a very unfortunate situation. She
suggested that it either be submitted to the Council, or take it up on May 29, 2003, during
the joint Planning Commission/City Council meeting.
Commissioner Kameny would like the Commission to address the City Council face to
face with the letter.
Chair Arkin noted that either option was fine.
Commissioner Maas inquired whether the letter could be submitted with a paragraph
stating, "We look forward to discussing this matter at our joint meeting on May 27,
2003."
G'ommissioner Kameny agreed with that option, and would like to discuss the issue with
the Council in person.
The revised letter would read=
"Mayor Pico, Councilmembers Ayala, Brozosky, Campbell, and Hosterman,
We, your Planning Commission, respectfully disagree with your decision
to allow City Commissions, as an entire body, to endorse or oppose ballot
measures, initiatives, or individual candidates for the following reasons:
We believe we function in order to recommend our vote to you and to
fulfill certain codified legal obligations- Endorsing political measures would make
us a mere advocacy group~
PLANNING COMMISSION MINUTES April 9, 2003 Page 7
