PUBLIC HEARINGS AND OTHER MATTERS <br />a. PCUP-77, Bendall M¢tal Products., LLC <br />Application for conditional use penriit approval to allow a thin gauge metal <br />cutting and bending business within the existing building at 1048 Serpentine <br />Lane, Suite 310. Zoning for the property is PUD-1 Planned Unit Development - <br />Industrial) District. <br />Mr. Iserson summarized the staff report. He noted that applicant occupies a small office, <br />and a warehouse space_ The potential hours of operation would be from 6:00 a.m. to <br />1 1 :00 p.m., potentially every day. The normal hours of operation would fall within that <br />time range. The operations would consist of the applicant cutting and bending thin gauge <br />metal, primarily for the roofing industry. He would use three different machines: a <br />shearer/cutting machine, a bending machine, and an air compressor. Initially, the <br />applicant will work on his own, but intends to hire two other people in the future. The <br />uses of the Valley Business Park are subject to the IP ~Zndustrial Park Zoning District, <br />which contains light industrial uses. There is a zoning classification of sheet metal shops <br />in the heavier industrial zone, but staff believed that this use did not meet the intensity of <br />use, the type of equipment, and number of stafF_ This use better met the definition of a <br />construction and building trade uses, and would be appropriate for the Valley Business <br />Parlc <br />Staff believed this use was compatible the surrounding land uses, with the possible <br />exception of the Pleasanton Playhouse, which is next door_ Potential noise impacts during <br />performance times were addressed in the staff report. There would be sufficient parking <br />because of the small number of staff. In addition, the applicant usually parks his vehicle <br />inside and rarely receives customers. <br />Staff measured the noise, and listened from the Playhouse tenant's space. The noise was <br />well under the limit of the Noise Ordinance <75 dB~, however, a conditional use permit <br />enabled the Commission to examine potential noise impacts on adjacent tenants. Because <br />the Playhouse is anoise-sensitive use during performances, staff worked with the <br />applicant and representatives from the Playhouse, as well as the building manager. A <br />consensus was reached that the applicant would not run the noisy equipment during the <br />performance hours. The Playhouse representatives accepted that, and did not believe it <br />would be a negative impact if the applicant operated the equipment during rehearsals. <br />This compromise is reflected as a condition of approval in the staff report.
