Commissioner Roberts noted that the League of California Cities has proposed a bill (AB- 980~ to form a Housing Opportunity Task Force Board, which would bypass HCD under certain circumstances. Ms. Nerland noted that she could provide a memo with the bill attached. 9. COMMUNICATIONS In response to an inquiry by Commissioner Sedlak, Mr. Iserson advised that McDonal d's occupancy was imminent when the street improvement project was postponed- He noted that staff would have required temporary landscaping had they been aware of that postponement; he added that McDonald's did not cooperate fully with the City in working to provide temporary landscaping. Commissioner Maas agreed with Mr_ Iserson's assessment. A discussion of the elapsed construction time ensued- Chairperson Arkin believed that the Commission's job was to give thoughtful discussion when acting in an advisory capacity to Council. He did not believe the flagpole regulation as approved by the Commission was as valuable as it could have been, given the amount of discussion during the meeting. He would have preferred another ten minutes of discussion on the issue. Commissioner Maas noted that she made the motion, and a second was received according to Roberts Rules of Order. She emphasized that she did not intend to stifle discussion, but wished to streamline the discussion.
