Commissioner Roberts noted that the League of California Cities has proposed a bill (AB- <br />980~ to form a Housing Opportunity Task Force Board, which would bypass HCD under <br />certain circumstances. <br />Ms. Nerland noted that she could provide a memo with the bill attached. <br />9. COMMUNICATIONS <br />In response to an inquiry by Commissioner Sedlak, Mr. Iserson advised that McDonal d's <br />occupancy was imminent when the street improvement project was postponed- He noted <br />that staff would have required temporary landscaping had they been aware of that <br />postponement; he added that McDonald's did not cooperate fully with the City in working <br />to provide temporary landscaping. <br />Commissioner Maas agreed with Mr_ Iserson's assessment. <br />A discussion of the elapsed construction time ensued- <br />Chairperson Arkin believed that the Commission's job was to give thoughtful discussion <br />when acting in an advisory capacity to Council. He did not believe the flagpole regulation <br />as approved by the Commission was as valuable as it could have been, given the amount of <br />discussion during the meeting. He would have preferred another ten minutes of discussion <br />on the issue. <br />Commissioner Maas noted that she made the motion, and a second was received according <br />to Roberts Rules of Order. She emphasized that she did not intend to stifle discussion, but <br />wished to streamline the discussion. <br />Commissioner Sedlak noted that it was a good example of the dynamics of Commission <br />discussion- <br />1 O_ REFERRALS <br />There were none- <br />12.
