With our Green Building Ordinance and the adoption of an Energy Plan, <br />the City of Pleasanton has made a policy decision to be a leader in green <br />building and sustainable energy use. This first station has become a <br />demonstration project, and one that sets an example for the private sector. <br />For us to not meet our goals based on arbitrary budget constraints without <br />looking at the long term benefits would be short-sighted, a failure of our <br />commitment and of the example we wish others to follow. It would also be <br />poor public policy not to examine the total benefits of the green building <br />approach if the results are higher operating costs that would be borne by <br />the taxpayers of Pleasanton. <br />Thaiilc you for your consideration of this matter." <br />Staff believed that the architect had done a tine job with the project, and designed it in <br />accordance with the Commission's direction as well as the neighborhood's input. Staff <br />recommended approval of this project in accordance with the staff report- <br />In response to an inquiry by Commissioner Kemeny Kerry Burns, Fire Administration <br />Manager, noted that the City of Pleasanton would pay for the capital improvements. She <br />believed that the $3.2 million should be sufficient to cover the entire cost of the project, <br />including the Silver LEEDTM rating. She noted that the design phase would have a Silver <br />rating as the goal, and described the bidding process. If the contract budget were off by an <br />order of magnitude, they would approach City Council with the updated results and <br />increased budget needs; the City Council would make the policy decision with respect to <br />the cost/benefit analysis of the Silver LEEDTM goal. <br />A discussion of the cost analysis process ensued. Ms_ Burns noted that because they were <br />aiming for a Silver LEEDTM rating, they wouldn't have to return to the Commission in any <br />event- <br />Ms_ Nerland noted that Section II of the Green Building Ordinance stated that "City <br />buildings shall be encouraged to achieve a Silver rating, and are encouraged to incorporate <br />renewable energy technology." <br />Commissioner Maas suggested that a public art piece or bench be explored for the new fire <br />station in remembrance of "9-1 1 ." <br />In response to an inquiry by Chairperson Arkin, Mr_ Kirk Van Cleeve described the <br />landscaping by the wrought iron fence surrounding the secured firefighter parking area. <br />In response to an. inquiry by Commissioner Maas> Mr_ Van Cleeve stated that the workout <br />room would have a separate ventilation system. <br />Commissioner Maas noted that the design was excellent. <br />PLANNING COMMISSION MINUTES March 12, 2003 Page 16 <br />
