6. PUBLIC HEARINGS AND OTHER MATTERS <br />a_ PCUP-70, Pharmacy Technician Institute <br />Application for a conditional use permit to operate a pharmacy technician school <br />within an existing office building located at 4234 Hacienda Drive, Suite 1 65. <br />Zoning for the property is PUD-I/C/O Planned Unit Development - <br />Industrial/Commercial/Of£icej District_ <br />Mr_ Iserson presented the staff report, and described the site location. He noted that this <br />district allows trade schools and similar types of facilities subject to approval of the <br />conditional use permit. The applicant proposed a pharmacy training school for pharmacy <br />technicians. The training would include lecture and lab work; mock IVs and mock <br />prescriptions would be used. No actual chemicals, drugs, or hazardous materials would be <br />used on this site. The hours of operation would be Monday through Friday, 8=00 a_m. <br />through 6:00 p. m., and Saturday 8:00 a.tn. to 4:00 p.m. At maximum, there would be 30 <br />students and four staff members_ <br />Staff examined the site, and believed it to be an appropriate use for the area. Other uses for <br />the site were mainly office-type uses. The main issue in these types of schools involved <br />parking, and stat£did not believe there would be any problems_ Nineteen parking spaces <br />were required at maximum occupancy, but the applicant would start with a lower <br />enrollment and then grow into the maximum. G'urrently, there were many vacancies in Uie <br />complex, and parking problems were not anticipated in the short run. In the long run, the <br />applicant would participate in the transportation alternatives shuttle to BART, as well as <br />the Wheels bus system. Hacienda Lakes Development was developed at a more stringent <br />parking ratio than the normal office developments. <br />Staff did not believe there would be any parking issues, land use incompatibility, or noise <br />issues. Notices were sent to neighbors within 1,000 feet, and there were no responses. The <br />1-Iacienda Owners Association supports this project, and staff recommended approval of <br />this project. <br />THE PUBLIC HEARING WAS OPENED_ <br />Henry Antipuesto> Director, Pharmacy Technician Institute, noted that several of his <br />studenis were in attendance to support the project. I-Ie noted that the students and staff were <br />encouraged to take BART or Wheels if possible, and added that they would have a private <br />shuttle for the students. He noted that currently, they only use two parking spaces. <br />In response to Commissioner Kameny's inquiry, Mr_ Antipuesto stated that he would agree <br />to a condition to provide shuttle service to BART if necessary. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES February 26, 2003 Page 3 <br />
