MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Maas noted that at the Farmer's Market, the delivery vehicles are often <br />parked on the sidewalk and encroach on the park. She noted that the available pedestrian <br />space on the street has been reduced because of the delivery vehicles. She added that she <br />had discussed the issue with the man in charge of the Farmer's Market, but she did not <br />believe he was receptive to her concerns. <br />Mr. Iserson advised that he would examine their use permit, as well as health and safety <br />issues, and that he would report back to the Commission. <br />Commissioner Maas noted that she enjoyed the Farmer's Market very much, but that it was <br />becoming difficult to walls through it comfortably. <br />Commissioner Maas wished to address the 50 % rule for remodeling and demolition- She <br />would like the report to address the peer reviews of contractor bids and appraisals, how the <br />formulas are devised, and how to "grandfather." She suggested contacting other <br />communities to see how they approach the issue. <br />Comi~nissioner Sullivan agreed with Commissioner Maas's suggestion. <br />Commissioner Maas inquired how these rules would be grandfathered in with respect to <br />properties that had already been purchased. She suggested that the rules be grandfathered <br />for any current property owner, and that any new property owner after any new enactment <br />would be subject to the new rules. <br />Mr. Iserson noted that because this rule was not in the Municipal G'ode, grandfathering was <br />not an issue. He noted that it was used as a rule of thumb for staff to use in determining the <br />feasibility of remodeling versus demolition. <br />Commissioner Sullivan noted that the Commission voted to receive clarification of the <br />standards. <br />Chairperson Arkin believed that it was important to be consistent in the implementation of <br />this rule. <br />Commissioner Roberts appreciated the new, larger street signs near the arch on Santa Rita <br />Road and Hopyard. <br />Commissioner Roberts noted that she read a newspaper article stating that the Hacienda <br />owners decided that they may be able to put in more housing.
