She appreciated the applicant's efforts with the green <br />building measures and recycling the timber- <br />Chairperson Arkiiz noted that the community valued historic buildings, and utidcrstood that <br />the applicant had worked within the rules of the game. He could only support this project if <br />staff could clarity the rules with respect to the 50% rule, and did not want to see another <br />similar application until this was resolved. <br />Commissioner Maas noted that question could be revisited under Matters Initiated by <br />Commissioners. <br />Chair Arkin moved to direct staff to develop clear rules regarding the replacement <br />value, material-only costs, and material/labor costs, before other similar applications <br />were considered. <br />Commissioner Roberts seconded the motion. <br />ROLL CALL VOTE <br />AYES: Commissioners Arkin, Kameny, Maas, Koberts, and Sullivan. <br />NOES: None <br />ABSTAIN: None <br />ABSENT: None <br />The motion carried. <br />Commissioner Kameny moved to approve PDR-265 by taking the following actions: <br />1_ Make the certificate of appropriateness findings required for <br />demolition listed in the staff report; and <br />2_ Adopt a resolution approving Case PDR-265 subject to Exhibit B, draft <br />conditions of approval, with staff's modification of Condition 22. <br />3_ Include a requirement for wood frames on the windows. <br />Commissioner Roberts seconded the motion. <br />Commissioner Sullivan noted that he would not support this item- He noted that the <br />building was constructed to be a residence, and the applicant wished to rebuild it as a <br />business. He noted that the floor plan was that of a residence, and added that a future <br />owner may wish to reconvert the building to a residence. He would like one room in the <br />home to be residential-ready, with hot and cold water and electricity to support the kitchen. <br />G'ommissioncr Maas inquired whether the residential remodel on St Mary's should be <br />made commercial office-ready.
