In response to an inquiry by Commissioner Roberts, Mr. Swig noted that regarding the <br />appropriateness of housing, El Charro Road was designed for their truck access. A <br />discussion of the light and heavy industrial uses, and their effects on land uses, ensued. <br />A discussion of the City's sphere of influence with respect to annexation ensued. <br />In response to an inquiry by Chairperson Arkin, Mr. Swift confirmed that the County's <br />plan with respect to Staples Ranch was to develop it, in accordance with the existing <br />Specit3c Plan_ Industrial and commercial office uses, as well as a small amount of retail, <br />would be allowed; no residential uses would be permitted. lkea had been considered for the <br />location. <br />Mr. Swift advised that Zone Ts original concept for the Chain of Lakes was for <br />groundwater recharge lakes, and that recreational activities would not be allowed. <br />In response to an inquiry by Commissioner Maas, Mr_ Swift confirmed that two bridges <br />would be built at the Staples Ranch arroyo and El Charro_ He added that Jamison Road <br />near EI C=harm also has a bridge built on it, but it is on the Livermore side. <br />In response to an inquiry by Commissioner Maas, Mr. Swift confirmed that the bridge was <br />in the design phase. <br />Commissioner Roberts noted that the airport "no-build. zone" was larger than she recalled. <br />Chairperson Arkin noted that homes could be built all along Stanley Boulevard. <br />In response to an inquiry by Commissioner Roberts, Mr. Swift confinred that the Hanson <br />Aggregates area south of Cope was not within the Airport Protection Boundary. He noted. <br />that that area had other issues with respect to residential development, and that portions of <br />that area had been mined in the past. He noted that the area contained various qualities of <br />backfill that was put in at the old pits, which would dictate the kind of land use that area <br />might be used for. He noted that the cost of repairing the land must be weighed against <br />putting alighter-weight, open space use on the site. <br />Mr. Swig noted that an important issue was how valuable a resource the sand and gravel <br />related businesses were to the Tri-Valley. The sand and gravel resources were an area of <br />staiewide concern, and was the best aggregate in the mine-county Bay Area region. The <br />kind of facilities that surrounded these resources are very valuable to have in the Valley <br />and the general Bay Area region. He noted that many of the businesses that are leaving the <br />area relied on Kaiser and Hanson for their aggregate.
