<br />" <br /> <br />Report to City Council <br />2005 Review and 2006 Budget <br /> <br />STRUCTURE <br />The Dovvntovvn Pleasanton Business Improvement District (PDA) is a non-profit service organization of <br />the dovvntovvn businesses dedicated to the ongoing revitalization ofPleasanton's historic business district. <br />The district vvas created in 1984 by the Pleasanton City Council under the provisions of Califomia Business <br />Improvement District/Area lavv. <br /> <br />The PDA Advisory Board is not recommending any changes in the district's assessment formulas, or the <br />boundaries of the district for 2006. <br /> <br />The current assessment fonnula is based on the annual business license payrr1ent: businesses located <br />curbside, dovvnstairs on Main Street are assessed at a rate of tvvo times their business license; businesses <br />vvith a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a halftimes <br />their business license; all other businesses (those located off Main Street) pay an amount equal to their <br />business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not <br />pay an assessment to the PDA. <br /> <br />The district includes approximately 633 members. Those members elect and are represented by a Board of <br />12 Directors in 2006, vvhere no more than three directors may represent anyone segment of the <br />membership, including property ovvners. <br /> <br />In accordance vvith the City/PDA agreement, the PDA has created an organizational structure that is <br />modeled on the guidelines recommended by the National and Califomia Main Street Programs. The four <br />areas of focus are: <br /> <br />Organization: The Organization Committee is made up of the four officers of the Board of <br />Directors - President, President-Elect, Secretary and Treasurer. The immediate Past President serves on the <br />Organization Committee as vvell. While the Board of Directors takes a broad approach, the Organization <br />Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues, <br />budget and insurance. <br /> <br />Promotions: The Promotions Committee includes four board members, and approximately eight <br />volunteers. This committee continues to create and implement exciting vvays to promote dovvntovvn to local <br />residents and regional visitors. The Promotions Committee designs events that serve a tvvo-fold purpose: to <br />increase avvareness of the dovvntovvn district, and enhance the long-term economic viability of the <br />dovvntovvn as a business district. <br /> <br />Marketing: The Marketing Committee includes three board members and approximately nine <br />volunteers. The committee researches and implements creative marketing strategies for PDA members and <br />the district. Programs for marketing Pleasanton's dovvntovvn have included advertisements in local and <br />regional media (nevvspapers, magazines, visitors guides, radio, etc.), PDA brochures and a vvebsite that <br />features an online business directory as vvell as available properties. <br />
