"

Report to City Council
2005 Review and 2006 Budget

STRUCTURE
The Dovvntovvn Pleasanton Business Improvement District (PDA) is a non-profit service organization of
the dovvntovvn businesses dedicated to the ongoing revitalization ofPleasanton's historic business district.
The district vvas created in 1984 by the Pleasanton City Council under the provisions of Califomia Business
Improvement District/Area lavv.

The PDA Advisory Board is not recommending any changes in the district's assessment formulas, or the
boundaries of the district for 2006.

The current assessment fonnula is based on the annual business license payrr1ent: businesses located
curbside, dovvnstairs on Main Street are assessed at a rate of tvvo times their business license; businesses
vvith a Main Street address located upstairs, or not curbside, are assessed at a rate of one and a halftimes
their business license; all other businesses (those located off Main Street) pay an amount equal to their
business license. The minimum assessment is $50 and the maximum is $350. Non-profit businesses do not
pay an assessment to the PDA.

The district includes approximately 633 members. Those members elect and are represented by a Board of
12 Directors in 2006, vvhere no more than three directors may represent anyone segment of the
membership, including property ovvners.

In accordance vvith the City/PDA agreement, the PDA has created an organizational structure that is
modeled on the guidelines recommended by the National and Califomia Main Street Programs. The four
areas of focus are:

Organization: The Organization Committee is made up of the four officers of the Board of
Directors - President, President-Elect, Secretary and Treasurer. The immediate Past President serves on the
Organization Committee as vvell. While the Board of Directors takes a broad approach, the Organization
Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues,
budget and insurance.

Promotions: The Promotions Committee includes four board members, and approximately eight
volunteers. This committee continues to create and implement exciting vvays to promote dovvntovvn to local
residents and regional visitors. The Promotions Committee designs events that serve a tvvo-fold purpose: to
increase avvareness of the dovvntovvn district, and enhance the long-term economic viability of the
dovvntovvn as a business district.

Marketing: The Marketing Committee includes three board members and approximately nine
volunteers. The committee researches and implements creative marketing strategies for PDA members and
the district. Programs for marketing Pleasanton's dovvntovvn have included advertisements in local and
regional media (nevvspapers, magazines, visitors guides, radio, etc.), PDA brochures and a vvebsite that
features an online business directory as vvell as available properties.
