PRIORITY 5: COMMUNITY ENHANCEMENT - Community enhancements that do not
necessarily address a significant community need. Recent projects could be design and
installation of City gateW'ay signs. Future projects in this category could include Kottinger
Creek Renovation.

To illustrate the effect of the above priorities, staff has placed five currently active major CIP
projects into these categories. Because this list is not inclusive of all active Miscellaneous and
Parks projects, the final list may be someW'hat different from this example. HoW'ever, it is
reflective of hoW' this policy W'ould impact the CIP process.

CIP PROJECT BY CATEGORY CURRENT ADD'L FUNDING COMMENT
FUNDING REOUIRED
Priority 1- Health and SaCetv
None N/A N/A
Priority 2- Voter Mandate
Bemal Community Park - Phase 1 Sports Park $4,657,191 No The City Council adopted the voter
sponsored initiative which should
meet the criteria for this category.
Priority 3- Dual Puroose
Alviso Adobe Park $2,294,726 Yes This project has a multi
community purpose including
education, historic preservation,
Callippe Preserve mitigation, and
State grants.
Firehouse Arts Center $5,840,013 Yes The dual purpose stems from the
potential economic development
opportunity, meeting a community
need and potentially an educational
component.
Priority 4- Community Need
Veterans Memorial Building Renovation $3,235,733 Yes This facility is in need of
significant repair. In addition" it
serves as a comers tone to
Downto'\Nn events and maintains
the City commitment to veterans
associations.
Priority 5 Community Enhancement
Kottinger Creek Restoration $978,417 Yes This project would enhance
portions of Kottinger Park that
would be of benefit to the
surrounding neighborhood.

EXAMPLE OF POTENTIAL IMPACT OF USING PRIORITY CATEGORIES

Because the example is not inclusive, includes currently funded projects that have been planned
and significantly funded and has feW'er projects than the Council is asked to revieW' during a
typical CIP process, staff anticipates that subcategories may be necessary to fully address this
need. While not fully developed for this report, subcategories could be based on readiness of
projects. As an example, subcategories could be based on the current status of a project
including being construction ready; final development stage; planning stage and concept stage.

SR:05:312
Page 6
