<br />.. <br />Date: September 19, 2005 <br />To: Honorable Mayor and Members of the City Council <br />From: Nelson Fialho, City Manager W <br />Subject: West Dublin/Pleasanton BART Station - Joint Pleasanton-Dublin City Council <br /> Meeting <br />BACKGROUND <br />BART has been planning to construct a new West Dub1inlP1easanton BART station. The station would <br />be located in the median ofI-580 and would connect via pedestrian bridges over the freeway to the <br />Stoneridge Mall in P1easanton and to Dublin, The project would be a public/private partnership <br />involving BART, Ampe10n Development Group, and the cities of Pleasant on and Dublin, Development <br />projects would be constructed in both cities: In P1easanton there would be a parking structure and an <br />office building while a parking structure, hotel, and apartments would be constructed in Dublin, <br />This matter was previously discussed by the City Council and the Pleasanton-Dublin Liaison Committee <br />in June-August of2003, At that time, a Memorandum of Understanding (MOD) was approved by the <br />City Council which addressed various issues between the City, BART, and Stoneridge Mall regarding <br />the proposed station, More recently, staff members from both cities met with BART and its <br />development team in early August 2005 to receive a presentation on the project. On August 25,2005 <br />BART and its development team presented the proposed project to the Pleasanton-Dub1in Liaison <br />Committee, Representing the City of Pleasant on City Council were Mayor Hosterman and <br />Counci1member Thome. The presentation and discussion which followed focused on design and <br />parking, Two design options were presented, and the unanimous recommendation of the Committee <br />was to support Scheme B (please refer to the following Discussion section,) <br />DISCUSSION <br />Site Plan: The site plan would be the same for both Scheme A and Scheme B. The layout of the station <br />would locate the pedestrian concourse above the tracks, and the tracks would be at freeway grade, The <br />pedestrian bridges would be angled from the station to the parking garage sites in each respective city, <br />On the P1easanton side, the four-story parking structure plus a five-story office building would be <br />located on BART's Stoneridge Mall Road site across from the Mall stores, A "village green" and plaza <br />are proposed between the office building and Stoneridge Mall Road as an activity area and pedestrian <br />amenity, A pedestrian connection between the BART site and the Mall would also be provided, <br /> , <br />
