<br /> 1 <br /> INTRODUCTION <br /> PURPOSE OF SPECIFIC PLAN <br /> The Bernal Property Phase II Specific Plan provides planning direction for the 318-acre public <br /> land portion of the greater 516-acre Bernal Property located within the City of Pleasant on. The <br /> primary purpose of the Phase II Plan is to supplement the Phase I Specific Plan in implementing <br /> the Pleasanton General Plan and in guiding the orderly development and provision of services for <br /> this site. The Phase II Plan establishes a vision and planning guidance for the long-range <br /> development of an open space/park-like setting within which a variety of public and quasi-public <br /> uses are to be integrated. Specific Plan objectives, policies and guidelines are provided for land <br /> use, design, transportation, public facilities, and conservation and environmental mitigation. In <br /> addition, a planning process is outlined for preparing future development project plans. <br /> PHASED SPECIFIC PLANS <br /> The Bernal Property Specific Plan process was conducted in two phases. The Phase I Plan was <br /> adopted by the Pleasanton City Council on August 21, 2000 for primarily the 198-acre "private" <br /> development portion of the greater Bernal site. However, Phase I also provided conceptual <br /> policy guidance for the entire 5l6-acre Property. The following Phase II Plan was adopted by the <br /> City Council on and ratified by a vote of the citizens on for the <br /> remaining 318-acres of land that was dedicated to the City by the Phase I developer. <br /> Phase I allowed for the recent development of 581 mixed-density housing units (including <br /> 87 affordable homes), "village common" park, neighborhood park, elementary school and roads. <br /> It also permits the future development of750,OOO square feet of commercial/office building floor <br /> area. Phase I further called for the construction of certain public facilities within the Phase II <br /> Planning Area, some of which have already been completed, including additional roads, fire <br /> station, two large storm water detention basins, and noise berms. The remaining Phase I <br /> facilities to be constructed within the Phase II area include a "30- to 50-acre" community park, <br /> neighborhood/special use park at the base of the Knoll, and trails. <br /> Phase II permits a variety of public and quasi-public uses to be integrated into an open <br /> space/Grand Park-like setting.
