<br /> to respond to the changing community needs in a manner that will sensitively preserve the 318 <br /> acres under City ownership. <br /> PLANNING AREA LOCATION AND DESCRIPTION <br /> As shown in Figure 1-1, the greater 5l6-acre Bernal Property consists of three separate land <br /> areas: (1) the 202-acre Western Area located between Interstate 680 (1-680) and the Arroyo de la <br /> Laguna; (2) the triangular-shaped Central Area containing approximately 251 acres and bounded <br /> by 1-680 to the southwest, Bernal A venue to the north, and the Union Pacific Railroad (UPRR) <br /> right-of-way to the southeast; and (3) the 63-acre Eastern Area situated between the UPRR tracks <br /> to the northwest and the Alameda County Transportation Corridor to the southeast. <br /> Existing land uses that surround the Bernal Property are also shown in Figure 1-1. These include <br /> single-family housing and the Castlewood Country Club Golf Course to the west ofI-680; the <br /> Bernal Corporate Center, Alameda County Fairgrounds, and Downtown Pleasanton to the north; <br /> and the Pleasanton Middle School, apartment housing, and office and light industrial uses to the <br /> southeast. <br /> The Phase 1 and II Plan Areas are shown on Figure 1-2. Phase II includes 121 acres that surround <br /> the Phase 1 residential neighborhood in the Western Area, 168 acres situated mostly east of the <br /> Phase I commercial/office and residential lands in the Central Area, and 29 acres consisting of <br /> the "Knoll" and riparian areas located southeast of the UPRR tracks in the Eastern Area. <br /> HISTORY OF BERNAL PROPERTY PLANNING <br /> Planning for the Bernal Property has been an ongoing process for many years. The Phase I <br /> Specific Plan provides a comprehensive history of the site starting in the 1930's and extending to <br /> the adoption of the Phase 1 Specific Plan on August 21,2000. Since that time, substantial land <br /> development and public infrastructure improvements have been completed in accordance with <br /> the Phase 1 Plan. <br /> In December 2000, the Pleasanton City Council formed an l8-member Bernal Property Task <br /> Force to coordinate the preparation of the Phase II Specific Plan. The Task Force undertook its <br /> work over a 1-1/2 year period of time through an extensive background information-gathering <br /> process that included numerous detailed reports by Task Force members, local organizations, <br /> individuals, and City staff and consultants. A total of 22 regular meetings, field trips and town <br /> meetings were conducted during this time. The Task Force then formulated its recommendations <br /> as presented in the original "Draft Bernal Property Phase II Specific Plan" document dated May <br /> 13, 2002. <br /> The project was then temporarily put on hold by the City Council pending a community vote a <br /> citizen's initiative known as "Measure V" (Appendix 1) in November 2003. Measure V was <br /> subsequently approved.
