<br /> 6 <br /> PUBLIC FACILITIES ELEMENT <br /> BACKGROUND <br /> Similar to the Phase I roadway system, much of the remaining Bernal Property "backbone" <br /> infrastructure improvements were also constructed during the Phase I Specific Plan Area <br /> development. These include: water transmission lines, wastewater trunk lines, storm water <br /> drainage facilities, and public utilities. Phase II public facilities are planned to coordinate with <br /> and expand the Phase I systems to serve the Phase II area development. <br /> PUBLIC FACILITIES OBJECTIVES, POLICIES AND GUIDELINES <br /> Provision of Infrastructure Facilities Obiective <br /> TO TIME THE PROVISION OF INFRASTRUCTURE TO MEET SERVICE LEVEL <br /> STANDARDS WITHIN THE PLANNING AREA. <br /> Infrastructure Facilities Policy 1: "Backbone" Infrastructure. Ensure that major "backbone" <br /> infrastructure improvements are constructed in a consistent and integrated manner sufficient to <br /> provide satisfactory service to new users in both the short and long term. <br /> Guidelines: <br /> 1.1 Construction of infrastructure improvements should be phased to enable the Phase II <br /> Specific Plan Area to be developed in an economically feasible manner that reacts to <br /> demand requirements. <br /> 1.2 Planning Area improvements should be constructed as necessary to allow each site-specific <br /> development area to function safely and in accordance with Specific Plan policies. <br /> Infrastructure Facilities Policy 2: Site Improvements. Identify the site improvements and <br /> infrastructure requirements necessary to serve each site-specific project consistent with the <br /> Specific Plan policies as each project is proposed. <br /> .
