<br /> 3.1 New development within the Planning Area shall pay the Tri- Valley Transportation <br /> Development Fee to be used toward the funding of regional traffic mitigation <br /> improvements. Fees are to be paid at the time of issuance of building permits (Regional <br /> improvements are defined as improvements to "routes of regional significance" as <br /> described by the TVTC). <br /> 3.2 New development within the Planning Area shall pay Pleasanton's Traffic Development <br /> Impact Fee to be used toward providing the project's fair share of citywide transportation <br /> facility improvements required to assist in achieving the City's build-out circulation <br /> system. <br /> Transit/Transportation Svstems Manal!ement Obiective <br /> TO PROVIDE ALTERNATIVES TO AUTOMOBILE RELIANCE FOR TRAVEL TO AND <br /> FROM THE PLANNING AREA, TO ACCOMMODATE PUBLIC TRANSPORTATION, AND <br /> TO MINIMIZE PEAK HOUR VEHICULAR TRIPS. <br /> Transportation Systems Management (TSM) is a broad term used to describe the efficient use of <br /> alternative modes of transportation. This Specific Plan envisions incorporating such TSM <br /> strategies as bicycling. walking, and the use of public transit to reduce automobile trips. <br /> Implementation of these TSM strategies will be conducted consistent with the City's TSM <br /> Ordinance, and will allow for accommodation of potential future transit service extensions to the <br /> area. <br /> TSM Policy 1: Accommodation of Buses.
