<br />PHASE II CIRCULATION SYSTEM IMPROVEMENTS <br />Due to the extensive circulation system improvements that were constructed in conjunction with <br />Phase I development, a relatively limited extent of improvements will be necessary to <br />accommodate future Phase II Area development. Phase II improvements will include widening <br />Bernal Avenue along its southern edge through the eastern portion ofthe Phase II Planning Area <br />to accommodate a six-foot wide bicycle lane, a new collector street connecting Pleasanton <br />Avenue at Bernal Avenue south to Valley Avenue, traffic roundabouts, bus stops, trails and trail <br />heads, a potential pedestrian tunnel under 1-680, and a potential park-and-ride commuter parking <br />lot. Policy guidance relating to these facilities is provided below. <br />TRANSPORTATION OBJECTIVES, POLICIES AND GUIDELINES <br />Circulation Svstem Coordination <br />TO ESTABLISH A COORDINATED SYSTEM OF PHASE I AND II STREETS THAT <br />PROVIDES CONVENIENT TRAFFIC CIRCULATION AND IS INVITING AND SAFE FOR <br />PEDESTRIANS AND BICYCLISTS. <br />Circulation System Policy 1: Consistency Between Land Use and Circulation. Locate and <br />design street improvements and as shown on Figure 5-1 (Circulation Diagram) to be consistent <br />with the needs oftraffic generated by both Phases I and II. <br /> Guidelines: <br />1.1 Use the street network and available capacities disclosed in the Bernal Property Phase II <br /> Specific Plan EIR when planning development to ensure that circulation facilities remain <br /> adequate. <br />1.2 Provide street improvements as described in this Specific Plan to maintain an acceptable <br /> level of service at all Bernal Property intersections and roadway segments as proj ects <br /> develop. Planned improvements as set forth in this Specific Plan will support traffic <br /> generated within the Planning Area at LOS "D" or better. Timely construction of these <br /> improvements will ensure there will be no interim LOS "E" or worse congestion.) <br />Circulation System Policy 2: On-Site Street Standards.
