<br />5 <br />TRANSPORTATION ELEMENT <br />BACKGROUND <br />The Phase I Specific Plan circulation system was planned to create a community that is not <br />heavily reliant upon the automobile, but instead one that enhances and facilitates altemative <br />transportation modes. The centralized location of the commercial/office center and the looped <br />network of streets and pedestrian routes combined to create a walkable, neighborhood oriented <br />community. Streets were planned to be compatible with fronting homes and characterized by <br />comfortable walking and bicycling environments, "calmed" traffic (slowed via traffic <br />roundabouts, on-site parking, narrow pavement widths, etc.), and rich streetscapes dominated by <br />rows oftrees. <br />The Phase II Specific Plan circulation system is intended to expand upon and complement <br />Phase 1. It is further planned to limit the use ofthe Phase I streets by Phase II traffic through the <br />use and location of open space, and by consolidating the more intensive future land uses along a <br />new north/south collector street. At the same time, the Phase I and II Specific Plan Areas will be <br />closely linked for convenient local travel by way of the street system and an extensive trail <br />system. <br />EXISTING TRAFFIC CIRCULATION SYSTEM <br />Most of the public street improvements for the greater 516-acre Bernal Property were constructed <br />in conjunction with Phase I development (Figure 5-1). This consists of all public streets for both <br />Phase I and II areas west ofI-680, including a single point of access to Bernal Avenue and a <br />connection under 1-680 to the Central Area. It further includes all residential streets in the Phase <br />I area east ofI-680, as well as the future extension of Valley Avenue from Bernal Avenue <br />southeast to the Case Avenue/Junipero Street intersection, due for completion in 2006. <br />Other street improvements within or adjacent to the 5l6-acre greater Bernal Property that were <br />required as a part of Phase I development include: increased vehicular capacity improvements at <br />the I-680/Bernal Avenue interchange; widening of Bernal Avenue; new or reconfigured traffic <br />signals at Bernal A venue/West Lagoon Road, Bernal A venueN alley A venue, and Valley <br />Avenue/Case Avenue; roundabouts in several streets; bicycle lanes; and partial funding ofa <br />second Bernal A venue bridge over the Arroyo de la Laguna.
