Integrate distinctive architectural design <br /> character into all cultural and social buildings. <br /> Guidelines: <br /> 3.1 Innovative architecture should emphasize the following hierarchy of design: the potential <br /> Cultural Arts Center should be designed as the only architectural landmark within the <br /> Grand Park; other cultural and social buildings should be designed as subtle focal points <br /> reflecting the more dominant natural character of the planned natural setting in which they <br /> are to be located; and all other buildings and structures should blend into the surrounding <br /> planned natural setting in terms of form, materials and colors, and become "transparent" in <br /> effect. <br /> 3.2 Local climate, geology, ecology and history should be carefully reflected in the architectural <br /> design of cultural and social buildings. <br /> Public Facilities Policy 4: Parking Impact Reduction. Minimize the impacts of new parking <br /> areas. <br /> Guidelines: <br /> 4.1 Shared parking facilities should be utilized wherever feasible. <br /> 4.2 The visual impacts of large parking facilities should be minimized by breaking parking <br /> areas up into smaller disbursed components. <br /> 4.3 Some structured parking should be considered for the potential Cultural Arts Center as a <br /> means of maximizing available open space. The parking structural visual mass should be <br /> minimized through architectural design, landscape berms, planting and partial <br /> undergrounding ofthe structure. <br /> 4.4 Street parking along Pleasanton Avenue should be prohibited in order to protect scenic <br /> open space vIews. <br /> Habitat Creation Objective <br /> TO REINTRODUCE A SYSTEM OF NATNE PLANT COMMUNITIES THAT CREATES A <br /> NATURAL ARBORETUM COMPRISING THE ENTIRE PLANNING AREA. <br /> Habitat Creation Policy 1: Vegetative Form.
