<br /> 2.4 The permanent water surface level within detention basins should be maintained at or <br /> below flood control capacity to ensure that the basin can adequately perform its flood water <br /> detention function. <br /> Landform Policy 3: Channels. Create cultivated stream channels that emulate natural <br /> corridors while collecting and filtering urban run-off. <br /> Guidelines: <br /> 3.1 Enhancements to existing channels and the design of new channels should focus primarily <br /> on establishing stable, naturally contoured, vegetated facilities that provide <br /> sufficient storm water capacity and serve as valuable riparian habitat/wildlife corridors. <br /> 3.2 Development projects should utilize bio-swales and/or water quality basins to filter surface <br /> run-off from parking lots, rooftops and other impervious surfaces. Criteria for bio-swale <br /> design includes using grasses or low shrub planting to slow down and absorb run-off from <br /> seven to nine minutes before draining into a traditional pipe drain system. <br /> Intel!ration of Public Facilities Obiective <br /> TO INTEGRATE THE LOCATION, INTENSITY AND DESIGN OF PUBLIC FACILITIES <br /> INTO THE DOMINATE GRAND PARK NATURAL SETTING. <br /> Public Facilities Policy 1: Most Intensive Uses. Locate the most intensive land uses on the <br /> least amount ofland. <br /> Guidelines: <br /> 1.1 New building sites should be located a minimum of 100 feet from existing natural habitats. <br /> The edge of habitat is to be determined in the field prior to PUD application submittal. <br /> 1.2 New facilities should be constructed in close proximity to existing improvements to <br /> minimize infrastructure costs and maximize the sharing of utilities. <br /> Public Facilities Policy 2: Least Intensive Uses. Locate the least intensive land uses within the <br /> largest land areas to maximize the preservation of open space. <br /> Guidelines: <br /> 2.1 Development within sensitive landscapes should generally be limited to low-impact, <br /> unpaved paths. <br /> 2.2 Wilderness portions of the Planning Area should be identified and public access should be <br /> restricted. <br /> Administrative Draft, Bernal Property Phase II Specific Plan, October 25, 2005 Page 29 <br />
