<br /> RECOMMENDED BERNAL PLANNING PROCESS/SCHEDULE <br /> Following is a recommended process/schedule update for completing the Phase II Specific Plan, <br /> Community Park Master Plan, and EIR. This schedule allows time for a November 2006 <br /> community vote on the Phase II area plan. It is similar to recent schedules adopted by the <br /> Council. <br /> 1. Council to review the Preliminary Draft Phase II Specific Plan and authorize staff to <br /> proceed with formal processing of the Plan. Council consideration of approval of a <br /> contract with MDF to complete the Community Park Master Plan (November) <br /> 2. Staff and consultants to incorporate potential Council changes and EIR mitigations into <br /> the Draft Phase II Plan, and refine the document graphics for formal presentation. Staff <br /> and consultants to complete the Draft Community Park Master Plan (December) <br /> 3. Staff and consultants to complete the Draft EIR document (January 2006) <br /> 4. Staff to circulate the Draft Phase II Specific Plan, Community Park Master Plan, and EIR <br /> for public review (January 2006) <br /> 5. Review and recommendations regarding the Draft Phase II Specific Plan and the <br /> Community Park Master Plan to be provided by various City commissions and community <br /> groups (Januarv - March 2006) <br /> 6. Planning Commission to conduct public hearing on the Draft EIR (Februarv 2006) <br /> 7. Staff and consultants to complete the Final EIR (March 2006) <br /> 8. Planning Commission to review the Draft Phase II Specific Plan, Community Park Master <br /> Plan and Final EIR (March through April 2006) <br /> 9. Council to act on the Draft Phase II Specific Plan, Community Park Master Plan, and <br /> Final EIR (Mav 2006) <br /> 10. Citizens to vote regarding ratification of the Bernal land use plan (November 2006) <br /> CONCLUSION <br /> A substantial amount of community effort has gone into the evolution of the Preliminary Draft <br /> Phase II Specific Plan during the past five years by way ofthe Bernal Property Task Force, City <br /> Council and commissions, community groups and individuals, and staff and consultants. This <br /> effort was also strengthened by the Bernal Design Competition. Support for the current Bernal <br /> site plan concept ("Option 1" Preferred Plan) has been expressed by the local sports, cultural arts, <br /> and open space preservation advocates. <br /> The "Option 1" Preferred Plan concept has been carefully merged with the pertinent Phase I <br /> Specific Plan provisions, and is consistent with and implements the pertinent General Plan <br /> policies. Staff is, therefore, recommending that the Council proceed with the formal public <br /> review process for the Plan in conjunction with the future Bernal Community Park Master Plan <br /> and the project EIR. <br /> SR 05:301 <br /> Page 7 <br />
