<br /> 2. The Cultural Arts Center is proposed to be located in the northeast corner of the Bernal <br /> Property as requested by the cultural arts advocates; the Community Park is situated in the <br /> eastern portion of the Plan Area as specified in the "Initiative to Save Our Community Park;" <br /> the central open space area has been maintained; and most of the area west of the freeway <br /> remains as open space. <br /> 3. Planning for the Phase II Area is to be long-range and evolutionary in nature. For this reason, <br /> it is not possible to plan for an ultimate buildout or end condition. Phase II land use and site <br /> planning are, therefore, proposed to consist of a two-part process. The first is based upon a <br /> sub-area land use map that spatiallv allocates land areas for a variety of potential land uses <br /> throughout the Planning Area, much the same as zoning districts. The objective of the Map is <br /> to allow for the development of uses in particular areas to be flexible so as to accommodate <br /> change over time in response to the community needs. <br /> The second part of the Phase II land use and site planning process is the Illustrative Site Plan. <br /> It is proposed to be used in conjunction with the Sub-area Land Use Map to provide a sense <br /> of the overall design character desired for the Phase II Plan Area. The Illustrative Plan <br /> further provides conceptual direction for creating the desired open space/Grand Park-like <br /> setting, including the natural vegetation (forested areas and meadows) and man-made <br /> linkages (trails, public art, etc.) that support it. <br /> 4. A community center has been added to the list of potentially permitted land uses and is <br /> proposed to be developed in conjunction with, but physically independent from, the Youth <br /> Center. <br /> 5. The site that was previously under consideration for the ACE Train station is now proposed <br /> for open space and park and recreation uses. <br /> 6. Much of the Phase II area between the freeway and Valley Avenue is now proposed to consist <br /> of open space with lakes and other substantial additional wetland areas. <br /> 7. A Native American history reflective open space area is proposed as an option in the <br /> northwest portion of the Bernal Property. <br /> 8. Pleasanton Avenue is planned to extend from its present terminus at Bernal Avenue south to <br /> connect to Valley Avenue. Roundabouts are proposed to provide traffic calming along this <br /> section of the street. <br /> 9. A substantial system of trails is planned throughout the Phase II area. In addition, a six-foot <br /> widening of the south side of Bernal Avenue, east of the Fire Station, is proposed to <br /> accommodate bicycle traffic. <br /> SR 05:301 <br /> Page 6 <br />
