<br />be annexed to the City and about 0.182 acres need to be detached. In addition, as stated above, <br />the City has agreed to initiate steps to detach the 6.5 acres of Lonestar property north of the <br />realigned road right of way. <br />Moreover, the owners of the Simoni parcel (located to the east of the Lonestar parcel and in the <br />unincorporated area of the County) likewise dedicated property to the City for roadway <br />purposes. Subsequently, Centex Homes purchased that portion of the Simoni property that lies <br />to the south of the realigned roadway (about three acres). Centex Homes is obligated under the <br />Specific Plan to encumber that property with a conservation easement and to plant vineyards. <br />Accordingly, the portion of the Simoni parcel dedicated for roadway purposes, and the Centex <br />acreage itself, need to be annexed to the City. <br />DISCUSSION <br />General Plan Issues <br />This annexation is consistent with the City's General Plan. The General Plan states that the <br />annexation of parcels of unincorporated land is critical to the effective system of municipal <br />services. The General Plan identifies the following criteria for evaluating annexation proposals: <br />1. The public agencies, which provide services, should be able to serve the annexed area <br />with existing or expandable services. <br />City facilities, including the new roadway, serve existing homes and future developments <br />within the Vineyard Avenue Corridor Specific Plan area. <br />2. The proposed annexation should be a logical extension of an existing planned or <br />developed area. <br />This proposed annexation is contiguous to the City limits. Realigning the City boundary to <br />match the road right of way will clarify jurisdictional responsibility for future maintenance <br />and emergency response as will detaching the .182 acres and the seven acres of Lonestar <br />property north of the right of way. <br />3. The quality of the development proposed for the area to be annexed should enhance the <br />existing community. <br />Realignment of Vineyard Avenue provides safety benefits and scenic amenities. The former <br />Vineyard Avenue becomes a multi-use trail for pedestrians, bicyclists, and equestrians. The <br />former Simoni parcel (now owned by Centex) will be planted with vineyards. <br />SR:05:292 <br />Page 3 of5 <br />
