<br />(TOD)within the Business Park, focused on the area at and around the BART station. At <br />that time, after discussion and public input, the City Council authorized Hacienda to move <br />forward with a preparing a Specific Plan. Neither staff nor the City Council provided any <br />endorsement of the proposed uses. The process was viewed as a means of exploring <br />potential land changes for the Hacienda Business Park and for determining land use options <br />for the General Plan update. <br />THE NEW VISION FOR HACIENDA <br />According to the Work Program for this project (see Attachment 1), the Specific Plan will <br />look at a new vision for Hacienda that fundamentally reconsiders the relationships amongst <br />transportation, land use, and livability, and that embraces: <br /> . A mix of transit supportive land uses, densities and development patterns; <br /> . The creation of a highly walkable place defined by a strong public realm with <br /> public open spaces and plazas; <br /> . The continued success of existing businesses and the addition of new ones; <br /> . Carefully located and sized shops and restaurants; <br /> . The introduction of more housing; and, <br /> . The creation of well-defined and meaningful sub-districts that will serve <br /> existing employees, residents, and the City of Pleasanton. <br />Work on the Specific Plan is proceeding in three phases: Stage 1: Consultant Team <br />"Immersion" Research and Analysis; Stage 2: Evolution ofIdeas; and, Stage 3: Production of <br />Final Plan Documentation. The presentation at the Joint Meeting will focus on the <br />background research and analysis completed, community objectives, and process for the <br />Specific Plan. <br />MAJOR ISSUES TO BE RESOLVED IN SPECIFIC PLAN <br />The Hacienda Specific Plan will include a mixed-use, transit-oriented land use concept that <br />is new to the City of Pleasant on. As the background research and analysis is completed, and <br />ideas for various scenarios have evolved, several areas of discussion have emerged. Staff <br />and the project sponsors are seeking feedback on several issues. These include: <br />. Land Use. Hacienda Business Park was originally conceived as a master planned, <br /> campus-like, auto-oriented location for large corporate users. Housing of various <br /> densities (over 1,500 units) was later added, and in the mid-1990's, the Dublin- <br /> Pleasanton BART station was opened. Although currently Hacienda incorporates a <br /> mix ofland uses, including several retail centers, the objective of the Specific Plan <br /> would be to update the Park as a distinct community, with unified amenities and a <br /> unique identity.
