<br />A neighbor of the subject site, Mr. Crofton of 4757 Peaceful Lane, requested the public <br />hearing to address his concerns related to privacy impacts, impacts on existing views of <br />the Pleasanton Ridge, removal of mature trees, increased noise and perceived use of the <br />addition for commercial purposes. These issues parallel the issues raised by the Diaz <br />Family, the current applicants, when Mr. Crofton submitted an application for administra- <br />tive design review to construct a second-story addition to his home, During the May 20th <br />hearing, the Zoning Administrator clarified that the Diaz' proposal would be judged in- <br />dependently of any past disputes between the neighbors. <br />Mr. Crofton submitted an appeal of the Zoning Administrator's action on June 3, 2005. In <br />the appeal, the appellant restated the issue of privacy impacts he raised in the Zoning <br />Administrator Hearing, <br />Staff is recommending the Planning Commission deny the appeal and uphold the Zoning <br />Administrator's action in that the project meets all required setbacks, height and open <br />space requirements. In addition, at 28.5%, the total proposed floor area ratio is low. The <br />Zoning Administrator determined the design criteria was met and approved the project <br />subject to the amended conditions of approval. <br />SITE DESCRIPTION <br />The subject site is a 11,289 square-foot lot located on the west side of Peaceful Lane in <br />the 79-lot subdivision PUD-79-ll. The subject property is developed with a 2,643 <br />square-foot two-story, single-family dwelling with an attached garage. The neighborhood <br />is predominantly two-story single-family homes. <br />PROJECT DESCRIPTION <br />The applicant proposes to construct first- and second-story additions totaling approxi- <br />mately 606 square feet: a 285-square-foot first-story addition, and a 221-square-foot sec- <br />ond-story addition at east (right) side of the existing home. The proposed project meets <br />all minimum required development standards for PUD-79-11, which follows the <br />R-I-lO,OOO zoning district, see table below. <br />Item 6,c,.
