<br />nearing completion, and will soon be reviewed for completeness by staff prior to its submittal to <br />the Council for further direction. In addition, a draft EIR for the Bernal Property is being <br />prepared, and is due for completion by January 17, 2006. It would therefore be timely to finalize <br />a contract for updating the Community Park Master Plan, so that the document can be processed <br />in conjunction with the Specific Plan and ElK. <br />M. D. Fotheringham (MDF) was the winner of the Bernal Property design competition, and was <br />selected by the City to assist in preparation of the Bernal Phase II Specific Plan update and Phase <br />I Community Park PUD plan. Since MDF has demonstrated creative design ability and is highly <br />knowledgeable with regard to the Bernal site, it would be beneficial and cost-effective to retain <br />the firm to prepare the Community Park Master Plan update. MDF was asked to submit a <br />proposal to undertake this work, and the attached Agreement was prepared for the City's <br />consideration. <br />MASTER PLAN PROPOSAL <br />MDF would take the lead in preparing the Community Park Master Plan update, working with <br />staff to consolidate the "Option - I Conceptual Site Plan" with the Phase I Community Park <br />PUD. Michael Fotheringham would also attend all pertinent City meetings during the public <br />review process to present the Plan and answer questions. The environmental analysis for the <br />Master Plan would be folded into the EIR that is currently being prepared for the Bernal Property <br />Phase II Specific Plan. <br />The Master Plan document is proposed to consist of the following: <br />I. Land use plan <br />2. Illustrative plan showing park facilities and tree clusters <br />3. Park phasing plan <br />4. Circulation concept showing roads, trails, and parking <br />5. Pleasanton Avenue/Bernal Avenue entry design concept <br />6. Architectural character policy guidance <br />7. Public art policy guidance (to be provided by others) <br />8. Limited written text <br />9. Preliminary cost opinion for proposed improvements <br />The projected date for Council action on the Community Park Master Plan (along with the Bernal <br />Phase II Specific Plan and EIR) is May 9, 2006. The estimated contract cost to complete the <br />Master Plan is $29,820. Staff feels that the proposed cost is fair and competitive, and that MDF <br />has consistently provided high quality work for the City during the Bernal Property process. <br />SR 05:274 <br />Page 2 <br />
