standing the project developer's participation in such a program, the City may withhold <br />building permits if the City determines that sufficient water is not available at the time of <br />application of building permits. <br /> <br />Planning Requirements: <br /> <br />At no time shall balloons, banners, pennants, or other attention-getting devices be utilized <br />on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand <br />openings or by Section 18.116.040 of the Zoning Ordinaame if approved by temporai~ <br />conditional use permit as part of a decorating plan in conjunction with shopping center <br />promotional events. At no time shall spot lighting be used after 10:00 PM in conjunction <br />with such grand openings and/or promotional events. <br /> <br />10. <br /> <br />The "Permit Parking" signs shall be removed from the project site with the start of con- <br />struction. <br /> <br />11. <br /> <br />If he building' s first-floor Pa~:ade shall be divided into three (3) storefronts. Two (2) store- <br />fronts shall have entries directly facing West Angela Street. The entries shall be recessed <br />and surrounded on both sides by windows. The project developer shall submit a revised <br />first floor facade design to the Planning Director for review and approval bcthrc issuance <br />of a building permit. <br /> <br />12. <br /> <br />The "IIardiplank" siding to be used on the proposed building's exterior walls shall be the <br />"Smooth" siding with a six-inch (6") exposure, applied to the building's exterior as indi- <br />vidual "planks". The siding material shall bc shown on the final building permit plan set <br />submitted to the Planning Director thr review and approval betbre issuance of a building <br />pernrit. <br /> <br />13. <br /> <br />The prctject developer shall use their best efforts in implementing the measures identified <br />in the Green Building Council's (GBC), "Leadership in Energy and Environmental De- <br />sign (LEED)' in the design, construction, and operation of the proposed building. 'lhcsc <br />measures shall be shown on the building permit plan set submitted for review and ap- <br />proval before issuance of a building permit. In conjunction with the building permit ap- <br />plication, the project developer shall determine the building's "LEED Green Building <br />Rating", using the GBC evaluating methodology, and shall report the rating to the Plml- <br />ning Director befbre issuance of the building permit which shall be reported to the Plan- <br />ning Commission. Prior to building permit issuance, the green building provisions that <br />are proposed to be included in the development shall be submitted to the Alameda <br />County Waste Management Authority (ACWMA) fbr review and comment. Once the <br />ACWMA's has gcncratcd its comments, City staff shall arrange a meeting bet~veen the <br />ACWMA staff and the project developer to discuss said comments and to determine if <br /> <br /> <br />
