<br /> The continuing care retirement community would be located to the east of an existing <br /> residential neighborhood, approximately 1.5 miles from commercial services and <br /> about 4 miles from the Pleasanton Senior Center. The project developer intends to <br /> buffer the north side of the development from the freeway with a substantial <br /> landscaped berm. The residential units would be located outside of the Livermore <br /> Airport Protection Area Boundary. A senior community, especially one providing <br /> services onsite, would be more self-contained than other types of residential <br /> development. However, staff believes the on-going provision of a high level of <br /> support, recreation, and transportation services by the developer will be vital to the <br /> success of this project, and to minimizing impacts on City services. <br />. Stoneridge Drive. The preliminary proposal shows a new two-lane bridge extending <br /> Stoneridge Drive over the Arroyo Mocho and ending with driveways serving the <br /> senior community and community park. Similarly, from the east, Stoneridge Drive is <br /> extended a short distance from El Charro Road with driveways serving the auto mall <br /> and future commercial. An EVA would connect the two sections of Stoneridge <br /> Drive. This configuration does not preclude a potential future connection of <br /> Stoneridge Drive, and at the same time addresses the feedback heard from the City <br /> Council during the General Plan circulation network discussions. <br />FUTURE ENTITLEMENT PROCESS <br />If the City Council indicates an interest in seeing this preliminary proposal proceed, the <br />County and the developers would apply to the City for several entitlements, including: <br /> . An amendment to the Stoneridge Drive Specific Plan <br /> . A PUD rezoning <br /> . Annexation <br /> . A development agreement <br /> . A parcel map <br />A first step in that process would be the preparation of a Memorandum of Understanding <br />(MOU) between the City and the Surplus Land Authority, outlining the development <br />entitlement process, schedule, and responsibilities. If the City Council concurs, staff intends <br />to bring an MOU to the City Council for approval within the next month. <br />Staff believes that this proposal, as currently described, will not require an amendment of <br />the existing General Plan. The Land Use Element of the General Plan (p. II-7) states that <br />properties within Specific Plan areas"... are subject to the land uses, densities, public <br />improvements, and other requirements specified in the Specific Plan prepared for that area. <br />The land uses, densities, and street alignments shown on the General Plan Map within these <br />SR 05:283 <br />Page 5 <br />
