<br /> / -..., <br /> 4D <br />- <br />pLEASANTONo City Council <br /> Staff Report <br /> October 4, 2005 <br /> Economic Development <br />SUBJECT Resolution of Intention to Establish the Tri-Valley Tourism Business <br /> Improvement District <br />STAFF RECOMMENDATION: <br /> Adopt a Resolution of Intention to establish the Tri-Valley Tourism <br /> Business Improvement District <br />SUMMARY For the past year, the four Tri-Valley cities have been working with the Tri- <br /> Valley Convention & Visitors Bureau to develop new revenue sources that <br /> could fully fund CVB programs. These new revenue sources are intended to <br /> replace the funding provided by the cities that now represent 85% of the <br /> CVB's annual operating costs. One of the most reliable, and related, revenue <br /> sources would be a tourism business improvement district that assesses <br /> lodging businesses, businesses that directly benefit the most from the <br /> services delivered currently by the CVB. As part of the process of <br /> establishing a tourism business improvement district, the City of Pleasanton <br /> adopted a Resolution Requesting Consent from the Cities of Dublin, <br /> Livermore and San Ramon to form such a district. The City Councils of <br /> Dublin, Livermore and San Ramon have each adopted Resolutions Granting <br /> Consent to the City of Pleasanton to form such a district. The attached <br /> Resolution of Intention is the next procedural step in forming the district and <br /> sets December 6, 2005 as the date of the public hearing to consider protests <br /> to the formation of the district. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />The Tri-Valley Convention & Visitors Bureau (CVB) is largely supported by the four Tri-Valley <br />cities, receiving 85% of its revenue from the cities and 15% from membership dues. The City of <br />Pleasanton annually contributes approximately $180,000 from the General Fund to the CVB, <br />SR:05:270 <br />Page 1 <br />
